Opinions on Speeding up the Development of Traditional Chinese Medicine in Nanchang City has been discussed and approved at the 24th Standing Meeting of the Municipal Government. And now it is to send to you, please carry out it carefully and earnestly.

 

Opinions on Speeding up the Development of

Traditional Chinese Medicine and in Nanchang City

As a treasure of the Chinese culture, traditional Chinese medicine is not only a heritage of the excellent traditional Chinese culture, but also an important component part of the health protection. As the development of the social economy and the constantly increase of people’s demands in health, new requirements have been raised in the development of the traditional Chinese medicine. To further promote the rapid development of the traditional Chinese medicine in our city, to develop the characteristics and advantages of the culture of the traditional Chinese medicine and to meet the people’s demands in traditional Chinese medical service, the following opinions are put forward as follows:

I. Guiding Ideology, Basic Principles and Job Objectives

 (I) Guiding ideology. Following the guidance of Deng Xiaoping Theory and the important thought of “Three Represents”, thoroughly applying the Scientific Concept of Development, and pursuing the objectives of meeting people’s demands for traditional Chinese medical service and of ensuring people’s health, insist that the development level of the traditional Chinese medicine and that of the social economy are in line with the people’s health demands, promote the inheriting and the capacity of independent innovation and make the traditional Chinese medical service cover all urban and rural residents, thus solving the problems of inadequate and overly expensive medical services.

 (II) Basic Principles. During the development of the traditional Chinese medicine, attach much importance on people and on social benefits and meet people’s requirements for traditional Chinese medical service; insist the government guidance, departments coordination and society sharing and construction; arrange and lay out scientifically and reasonably and improve the traditional Chinese service system; insist the policy of construction of the hospitals based on medicine, follow the characteristics and development law of the traditional Chinese medicine and absorb and use the modern science and technology and the diagnosis and treatment methods of the western medicine, insist on combining inheriting with innovation, on attaching equal importance to traditional Chinese medicine and western medicine and on combination of traditional Chinese medicine and western medicine for jointly development; insist that the traditional Chinese medical science and traditional Chinese medicine are combined closely and promoted mutually so as to realize the coordinative development between the traditional Chinese medical science and medicine.

 (III) Job objectives. By the end of “the 11th Five-year Plan”, there are 3 hospitals of traditional Chinese medicine have reached the standard of provincial characteristic hospitals of traditional Chinese medicine; 2 professional traditional Chinese medical departments which have reached the standard of the project of the National Administration of Traditional Chinese Medicine on construction of the “the 11th Five-year Plan” key professional medical departments; and 15 characteristic medical departments of traditional Chinese medicine have reached project of the National Administration of Traditional Chinese Medicine on construction of the “the 11th Five-year Plan” key professional medical departments. It has established a characteristic traditional Chinese medical service system of perfect functions which has covered both urban and rural areas, cultivated plenty of high-quality talents in the field of traditional Chinese medicine, and given full play to the traditional Chinese medicine both in public health and in the rural and urban health service. The traditional Chinese medical level has been improved markedly.

II. Optimization and Integration of Traditional Chinese Medicine Resources and Improve the Medical Service System of the Traditional Chinese Medicine

According to the scientific planning and proper redistribution, properly allocate the traditional Chinese medicine resources, establish a traditional Chinese medical service system of perfect functions integrating prevention, treatment, rehabilitation and health care by taking municipal hospitals of traditional Chinese medicine, municipal hospital of traditional Chinese and western medicine and county-level hospitals of traditional Chinese medicine as backbone hospitals, taking traditional Chinese medicine departments of hospitals at all levels and of health centers as foundations, taking famous departments of famous hospitals as professional specialty and taking the traditional Chinese medical service network composed of community health service organs, village health centers and individual service centers as supplementation. Speed up the facility construction of the hospitals of traditional Chinese medicine. During the “the 11th Five-year Plan”, a Municipal Hongdu Hospital of Traditional Chinese Medicine has been established at the Honggutan New District, which has been developed into a modern municipal hospital of traditional Chinese medicine integrating medical service, teaching and research. The county-level governments shall also establish a good hospital respectively, and shall not repeal or merger hospitals of traditional Chinese medicine.

III. Implementation of Strategies of Famous Hospitals, Famous Medical Departments and Famous Doctors and Increase the Medical Service Level of Traditional Chinese Medicine

(I) Strengthen the famous hospital strategy. Formulate medium and long-term development objectives of hospitals of traditional Chinese medicine and hospital of traditional Chinese medicine and western medicine, strengthen the connotation construction of the traditional Chinese medical service, introduce in and apply the advanced modern science and technology, improve the comprehensive service functions and improve the academic level. By the end of “the 11th Five-year Plan”, the municipal Hongdu Hospital of Traditional Chinese Medicine shall be developed into a modern hospital of traditional Chinese medicine with outstanding characteristics in traditional Chinese medicine, thus playing an exemplary role; the municipal hospital of traditional Chinese medicine and western medicine shall be developed into national key hospital of with standard management, perfect functions and marked advantages.

 (II) Create famous department. Hospitals of traditional Chinese medicine and hospitals of traditional Chinese medicine and western medicine at all levels shall take national and provincial characteristic medical department project as the point of penetration, through combining the basic condition of the hospital, formulate effective measures on advancing the construction of characteristic medical departments. It shall take three to four years of time to create a batch of famous medical departments with outstanding characteristics, marked advantages and excellent treatment effect, thus forming a professional traditional Chinese medicine group of outstanding advantages in the city.

 (III) Cultivate famous doctors. Spare no efforts to cultivate professional leaders in the traditional Chinese medicine field, establish the famous traditional Chinese medicine doctor selection system, introduce in and cultivate a batch of leaders with great medical attainments in the subject of traditional Chinese medicine field and quickly form a team of traditional Chinese medical talents with solid basic knowledge on traditional Chinese medicine, rich modern knowledge, strong innovation capacity and excellent professional skills, thus enhancing the level of traditional Chinese medical service citywide.

 (IV) Strengthen the construction of traditional Chinese medicine departments. Any and all hospitals of western medicine and health centers at all levels held by the government shall set the traditional Chinese medicine department. Hospitals of western medicine of county level or above shall set a certain proportion of traditional Chinese medicine hospital beds. Take full use of the advantages of talents and equipments of the hospitals of western medicine, work hard to combine the traditional Chinese medicine with the western medicine and construct a batch of excellent traditional Chinese medicine departments.

IV. Making Technical Innovation of Traditional Chinese Medicine, and Increase the Core Competitiveness for the Development of Traditional Chinese Medicine

 (I) Attach great importance to the inheriting and innovation of traditional Chinese medicine. Inheriting is the basis for the development of traditional Chinese medicine, while the innovation is the dynamic for the development of the traditional Chinese medicine. Following the principle of “inheriting and innovation be of equal importance” and based on the maintenance of advantages and characteristics of the traditional Chinese medicine, all units shall set their innovation goals, determine the innovation points, build the innovation platform, organize innovation team, create innovation mechanism, carry out innovation policies, formulate research projects, prepare funds on scientific research and innovation and plan the application and promotion of the innovation achievements, thus carrying out the key links of the innovation work and making actual effect. All units shall increase the investment in scientific and technological funds in accordance with the development requirements of the scientific and technological innovation of traditional Chinese medicine, thus making the scientific and technological investment in line with the development of the traditional Chinese medicine. The major national scientific and technological projects shall be supported in an all-round way. Municipal hospitals of traditional Chinese medicine and western medicine shall withdraw 1% of their business income as scientific research funds, while county-level hospitals of traditional Chinese medicine shall withdraw 0.5% of their business income as scientific research funds, and such funds shall be invested in the scientific and technological research and innovation of traditional Chinese medicine.

Encourage unique diagnosis and treatment skills of folk traditional Chinese medicine, and conduct selection, evaluation and development of single drug prescriptions and empirical prescriptions.

(II) Push on the modernization of traditional Chinese medicine. Strengthen the combination between traditional Chinese medicine and modern science. Based on clinical practice, regulate traditional Chinese medical diagnosis and treatment, selection and optimization traditional Chinese medicine, treat commonly encountered diseases, frequently encountered diseases, difficult and complicated diseases and major diseases through the therapeutic schedules combining traditional Chinese medicine with western medicine and form a plenty of new skills and new methods. Strengthen the research on prevention and treatment of major diseases, commonly encountered diseases and frequently encountered diseases, solve the key problems in prevention and treatment of diseases and improve the capacity in prevention and treatment of diseases through combining traditional Chinese medicine with western medicine. Push on the innovation and development of theory and practice of the traditional Chinese medicine, gradually establish the standard system of traditional Chinese medicine which conforms to the development law of traditional Chinese medicine, accelerate the information construction in the traditional Chinese field and promote the simultaneous development between the academic system of traditional Chinese medicine and the modern science and technology.

 (III) Strengthen the preparation, development and application of Chinese herbal preparation. Encourage and support the traditional Chinese medicine personnel to inherit or innovate the traditional preparation formulations and encourage and support the traditional Chinese medicine organs to make Chinese herbal medicine into such common preparation as paste, pellets, pills and medicinal powder based on safe, effective traditional famous prescriptions and empirical prescriptions made by famous veteran practitioners of traditional Chinese medicine to facilitate the use of Chinese herbal medicine and enhance the use rate of traditional Chinese medicine.

V. Push on the traditional Chinese medicine work in rural area and at communities, so as to improve the health service capacity of traditional Chinese medicine at grassroots in both urban and rural areas.

(I) Strengthen the construction of service capacity of the traditional Chinese medicine in rural area. Based on the model of strengthening construction of hospitals of traditional Chinese medicine at countries, of traditional Chinese medicine departments at towns and of combination between traditional Chinese medicine and western medicine at villages, and in a form of creation of national and provincial advanced counties in respect of traditional Chinese medicine work in rural area, strengthen the development of traditional Chinese medicine in rural area. All health centers at towns shall set traditional Chinese medicine departments and Chinese pharmacies and arrange traditional Chinese medicine personnel, the central health centers and the general health centers with good economic conditions shall intensify the construction of characteristic traditional Chinese medicine departments. Each village health center (rooms) shall at least have one traditional Chinese doctor or a doctor who is competent both in traditional Chinese medicine and in western medicine, so as to prevent and treatment of diseases by application of traditional Chinese medicine. Encourage and support technical personnel of traditional Chinese medicine to utilize the local Chinese herbal medicine resources and to grow, collect and apply Chinese herbal medicine in accordance with relevant regulations.

 (II) Greatly intensify the promotion and application of traditional Chinese medicine skills in rural area. Bringing such features of traditional Chinese medicine as simple, convenient, effective and cheap into full play, the technical service of traditional Chinese medicine shall be utilized through the overall course of diagnosis and treatment, such as prevention, treatment, rehabilitation and health care, so as to enhance the service level of traditional Chinese medicine in rural area in an all-round way and to offer quality but cheap medical service for the grass-roots masses, thus practically helping relieve the problems of inadequate and overly expensive medical services. The county-level health administrative departments shall actively organize to promote the proper skills of traditional Chinese medicine in rural area. The county-level hospitals of traditional Chinese medicine shall play the central and leading role in the teaching and research of traditional Chinese medicine in the local counties. By 2010, 90% of the country doctors shall be able to master and apply proper skills to prevent and treat common encountered diseases.

 (III) Give play to the traditional Chinese medicine in the new rural cooperative medical service. All hospitals of traditional Chinese medicine conforming to the standard of designated medical institution shall be listed as the designated medical institutions of new rural cooperative medical service. All treatment items of traditional Chinese medicine and all commonly used Chinese herbal medicine shall be listed in the range of compensation of the new rural cooperative medical service. When buying Chinese herbal medicine and accepting treatment through traditional Chinese medicine at designated medical institutions, the proportion of compensation shall be 15% higher than doing those at medical institutions of western medicine of the same level.

 (IV) Give play to the traditional Chinese medicine in the health service at communities. Bring the traditional Chinese medical service into the planning of health service development at communities and promote that the traditional Chinese medical service is popular with communities and families. The health service institutions at communities shall provide a certain proportion of traditional Chinese medicine personnel and necessary devices and Chinese herbal medicine, actively conduct training of community health practitioner in respect of basic knowledge and skills of traditional Chinese medicine and promote and application of proper skills of traditional Chinese medicine, such as massage, acupuncture and moxibustion. By 2010, all health service institutions at communities shall be able to conduct basic traditional Chinese medical service and health care service.

 (V) Strengthen the work on support of grass-roots traditional Chinese medicine. Organize the urban hospitals of traditional Chinese medicine to support the health service institutions both in rural area and at communities and encourage medical service personnel of traditional Chinese medicine to work at grass-roots health institutions in both urban and rural areas, thus enhance the overall medical service level of traditional Chinese medicine both in urban and in rural areas.

VI. Strengthen Construction of Talent Team, so as to Increase the Delayed Effect of Development

(I) Pay attention to the construction of reserve talent team. Improve the mechanisms on training and evaluation of personnel in accordance with the law of growth of traditional Chinese medicine talents. Cultivate inter-disciplinary, multi-level talents and academic leaders of traditional Chinese medicine and professional backbones of traditional Chinese medicine with great capacity both in diagnosis and treatment and in research, development and innovation. Establish permanent mechanisms in cultivation of high-quality talents in traditional Chinese medicine and western medicine, select young and middle-aged clinical backbones of western medicine to conduct systematic theoretical study and clinical practice, provide famous doctors for giving instruction, thus cultivating a new generation of cadres in traditional Chinese medicine and western medicine and enriching and strengthening the team of talents in traditional Chinese medicine and western medicine.

 (II) Pay attention to continuing education. Taking full use of the national and provincial educational resources, relying on the functioning medicine universities and colleges and hospitals of traditional Chinese medicine, organize the on-the-job personnel at different levels to accept the continuing education on traditional Chinese medicine. Intensify the cultivation of such talents as management personnel, inter-disciplinary talents, scarce talents, successors of famous veteran practitioners of traditional Chinese medicine in terms of academic experience and the excellent clinical talents of traditional Chinese medicine. By 2010, put emphasis on training a batch of such talents as management talents and technical backbones of special medical departments at county-level hospitals of traditional Chinese medicine and clinical backbones of traditional Chinese at town-level health centers, thus enhancing the overall quality of the grass-roots talent team in traditional Chinese medicine. Through continuing education, let a batch of traditional Chinese medicine doctors gain technical secondary school records or above, thus creating a batch of management talents and general practitioners of traditional Chinese medicine of the time.

 (III) Pay attention to transmission from masters to disciples. This type of education is an important channel in cultivation of talents of traditional Chinese medicine. Traditional Chinese medicine institution at all levels shall formulate the educational programs of medical transmission according to the practical situation of their own units, arrange young doctors to learn from veteran practitioners, inherit the academic ideas of experts of traditional Chinese medicine and speed up the cultivation of talents of traditional Chinese medicine.

 (IV) Pay attention to the role played by the veteran practitioners of traditional Chinese medicine. Respect and protect famous veteran practitioners of traditional Chinese medicine, inherit and develop their academic ideas and clinical experience. Respect the wills of retired veteran practitioners of traditional Chinese medicine. Adopt different emergency measures for subjects and provide assistants to help sort out academic ideas and clinical experience. Provide convenient conditions in politics, work, body and life, etc. and properly raise their salaries and welfare. Those who will continue to work shall be remained in employment, so as to give full play to their talent.

 (V) Conduct cultivation of grass-roots talents of traditional Chinese medicine. The county-level hospitals of traditional Chinese medicine shall select and send personnel of traditional Chinese medicine to further study at municipal-level hospitals of traditional Chinese medicine in a planned way. The municipal hospitals of traditional Chinese medicine shall arrange such further study for free, and properly arrange experts of traditional Chinese medicine to conduct expert advisory at county-level hospitals of traditional Chinese medicine and shall do well in helping and guiding the latter and passing the experience to them.

VII. Based on the characteristics of traditional Chinese medicine culture and constitute the culture of the hospitals of traditional Chinese culture

As an important item in terms of the core competitiveness of a hospital, the hospital culture is the soul of a hospital. Being planted in Chinese nation, the traditional Chinese medicine has made enormous contributions to the generations of survival and health. Compared with the western medicine, the values of the traditional Chinese culture embody a concentrated reflection of the philosophic thinking, high-toned moral sentiment and the prominent cultural wisdom of the Chinese nation in the traditional Chinese medicine. It is the internal spirit and fundamental of the traditional Chinese medicine culture of the hospitals of traditional Chinese medicine, dominating the basic characteristics and directions of the hospitals of traditional Chinese medicine. Hospitals of traditional Chinese medicine at all levels shall, based on characteristics of traditional Chinese medicine in such aspects as “preventive treatment of disease”, medical treatment, health care, etc., pay attention to the construction of hospital culture, inherit the quintessence of the traditional Chinese medicine of our country, create new work mechanisms and exploit the quintessence of the traditional Chinese medicine through the overall construction of the culture of the hospitals of traditional Chinese medicine.

Intensify the propaganda and strive to develop and expand the culture of traditional Chinese medicine. Hospitals of traditional Chinese medicine shall be constructed based on such aspects as architectural style, interior decoration, diagnosis and treatment environment and image identification, etc., thus displaying the culture of the traditional Chinese medicine in an all-round way and forming a full-bodied atmosphere of traditional Chinese medicine culture. Through adopting interesting forms which is easy to be read and followed, actively conduct the masses-oriented activities on promotion of traditional Chinese medicine culture, advance the popularity of the traditional Chinese medicine culture in villages, communities and families and expend its social popularity. Attach the importance on the popularity and guidance of the traditional Chinese medicine knowledge and strive to from a social atmosphere that caring and supporting the development of traditional Chinese medicine, so as to facilitate the development of the traditional Chinese medicine. 

VIII. Policy measures to perfect the development of the traditional Chinese medicine

(I) Carry out the policies pertaining to the traditional Chinese medicine in practice. The general principles and polities of the state on traditional Chinese medicine is to develop traditional Chinese medicine through support, conservation of priorities, following development law, making the most of the characteristic advantages, attaching equal importance between traditional Chinese medicine and western medicine and advancing development. The governments at all levels shall earnestly execute the policies on traditional Chinese medicine defined by the state and the Party, carry out the Regulations on Traditional Chinese Medicine of People’s Republic of China and the Regulations on Development of Traditional Chinese Medicine of Jiangxi Province. Bring the development of traditional Chinese medicine into the planning of local economic and social development, the local health planning and the planning of local public health system construction, formulate the planning of traditional Chinese medicine development of our country, make clear the objectives, key tasks, projects and relevant safeguard policies and measures and facilitate the coordinative development between the traditional Chinese medicine and economic society.

 (II) Perfect the investment mechanism on advancing the development of traditional Chinese medicine. Earnestly carry out the Notice on Issuance of Opinions on Policies of Health Allowance issued by Three Ministries including Ministry of Finance (Cai She (2000) No.17); according to the requirements stipulated in the Notice on Issuance of Opinions on Advancing the Development of Traditional Chinese Medicine by Provincial People’s Government (Gan Fu Fa [2007] No.19), the municipal People’s Governments and the county-level (district) People’s Governments shall, as the development of the economy, gradually increase the amount of funds in the development of traditional Chinese medicine, with a increase rate no less than that of the fiscal expenditure. The expenses in traditional Chinese medicine shall be listed out separately in the financial budget of the same level. The municipal People’s Governments and the county-level (district) People's Governments shall set special funds for the development of traditional Chinese medicine which shall be used for support of traditional Chinese medicine. Implement project management on the special funds used for development of traditional Chinese medicine, and the funds shall mainly used for construction of the hospitals of traditional Chinese medicine, the hospitals of traditional Chinese medicine and western medicine, the designated key prefecture-level hospitals of traditional Chinese medicine during the “11th Five-year Plan”, the national key medical departments of traditional Chinese medicine and such projects as special supporting construction, talent training and construction of traditional Chinese departments at hospitals of western medicine, etc. of national or provincial key construction, including construction of the provincial characteristic hospitals of traditional Chinese medicine, the provincial key medical departments of traditional Chinese medicine, etc. The financial sectors at all levels shall consider supporting the traditional Chinese medicine to play a role in the community health service when arranging the allowance funds in respect of the urban community health service. In the “Three Aspects in Construction” in the construction of rural health, gradually increase the investment in traditional Chinese medicine and comprehensively accomplish the transform of basic facilities at the county-level hospitals of traditional Chinese medicine, the traditional Chinese medicine departments of town-level health centers and traditional Chinese medicine pharmacies (cabinets) and the installation of basic equipments.

Encourage organizations and individuals aboard to support the development of traditional Chinese medicine or to establish medical institutions of traditional Chinese medicine through donation, cooperation, joint venture, etc.

Established by the government, the public hospitals of traditional Chinese medicine are welfare institutions of public welfare nature, enjoying the preferential taxes, and all relevant departments shall give relevant support. The balance of appropriation of the hospitals of traditional Chinese medicine shall be used for the development of traditional Chinese medicine. Gradually increase the investment on the basic facilities of the traditional Chinese medicine according to the requirements of development. Bring the investment on engineering into the investment plan of the government, comprehensively plan the funds on construction and bring requirements of the hospitals of traditional Chinese medicine on construction land into the overall planning of the urban construction.

 (III) Perfect policies on talents. Formulate preferential policies on talents. Make a proper low standard for the medical personnel in their evaluation of professional titles at town-level health centers and increase the proportion of medium and high-grade professional titles at county-level hospitals. As to the folk doctors of traditional Chinese medicine in the treatment of some diseases, permit them to take part in the Test for Medical Practitioners after pass relevant appraisals and examinations. 

 (IV) Study and formulate relevant policies, gradually bring the safe, effective and convenient diagnosis and treatment items of traditional Chinese medicine and Chinese herbal medicine which are at reasonable prices and beneficial to the clinical development of traditional Chinese medicine into such medical care insurance system construction and community health service as the basic medical insurance system of the urban workers and staff, the medical insurance system of urban residents, new rural cooperative medical service, etc.

 (V) Intensify the construction of legalization and standardization of traditional Chinese medicine. Strictly execute the laws, rules and regulations pertaining to the traditional Chinese medicine, access criteria on medical institutions, personnel and techniques concerning the traditional Chinese medicine and the relevant administrative standards and regulations. Strengthen administration according to law, regulate the administrative examination and approval and conducts of practice, crack down upon deceptive advertising on traditional Chinese medicine and intensify the law-enforcing supervision in relation to the traditional Chinese medicine.

IX. Strengthen organization and guidance and establish coordination system

People’s Governments at all levels shall thoroughly realize the great significance of the development of traditional Chinese medicine, bring the development of traditional Chinese medicine into the agenda and annual appraisal of job objectives, debrief reports regularly, discuss, coordinate and solve the major problems in the development of traditional Chinese medicine in time and create good conditions for the development of traditional Chinese medicine. Development and Reform departments at all levels shall give support to the construction of the basic facilities of the medical institutions of traditional Chinese medicine, gradually raise the prices of technical and labor service of traditional Chinese medicine. Labor and Social Security Departments shall bring the hospitals of traditional Chinese medicine into designated medical institutions and bring the traditional treatment items of traditional Chinese medicine into the medical coverage. The public-welfare land used for non-profitable medical institutions of traditional Chinese medicine run by the government shall, according to the Law of Land Administration of the People's Republic of China be acquired in the from of public-welfare land upon being approved by the governments of county-level or above. Other relevant departments shall, in accordance with their own assigned responsibilities, offer close coordination to form a composite force, so as to jointly push on the rapid development of the traditional Chinese medicine of our city.
