Issuance of Opinions on Carrying out the Opinions on Deepening the Provincial Economic System Reform in 2008 and Deepening the Economic System Reform of Our City

To People’s Governments of all counties and districts, Management Committees of all Development Zones (New Districts) and departments of the Municipal People’s Government,

The year of 2008 is the first year for carrying out the spirit of Seventeenth National Congress of the Communist Party of China in an all-round way, a key year for implementation of the “11th Five-year Plan” and a year which happens to be the 30th anniversary of the policy of “reform and opening up to the outside world”. The promotion of economic system reform has been faced with new situation and task. According to the arrangements and requirements of the state and the province on deepening the economic system reform, and upon the agreement of the province, the provincial government has issued the Notice on Issuance of Opinions on Deepening the Provincial Economic System Reform in 2008 (Gan Fa Gai Ti Zi[2008] No. 694). Combining with the practical situation of Nanchang, the following opinions are put forward in order to carry out the spirit of the document and to further deepen the economic system reform of the city:

I. Guiding Ideology and Basic Principles

 (I) Guiding Ideology

Hold high the great banner of socialism with Chinese characteristics, follow the guidance of Deng Xiaoping Theory and the important thought of Three Represents and thoroughly implement the spirit of the 17th National Congress of the Communist Party of China and the spirit of the Provincial Party Committee, the Municipal Congresses of Party Representatives and the enlarged meetings of Party Committee. According to the overall requirements on implementation of scientific thought of development and on improvement of the socialist market economy, strive to push on the strategic adjustment on economic structure and to transform the mode of economic development, increase the capacity in independent innovation, perfect the mechanisms on energy conservation and environmental protection, improve the overall economic quality, accelerate social development and solve the problems in respect of people's livelihood, accelerate the progress of reform in key fields and key links, spare no efforts to constitute a vital, effective and more open institutional mechanism which is beneficial to the development of science and provide great driving force and institutional guarantee for the sound and fast development of economic society of Nanchang and for its rapid and harmonious rise.

 (II) Basic Principles

——We must firmly persist in the reform direction. Insist on removing the institutional obstacles encountered in the course of reform by means of reformation, give full play to the fundamental role of market in the allocation of resources, strive to solve the deep-seated contradictions and problems which have restricted the development of economic society and further improve the socialist market economy system.

——We must attach great importance on the scientificity of the reform decisions. Improve the mechanisms, rules and procedures on reform decisions, push on the scientific and democratic reform decisions, cut reform cost and increase the efficiency.

——We must increase the compatibility of the reform measures. Intensify the overall instructions and comprehensive coordination in reform, give full play to all departments’ enthusiasm in promotion of reform and make all reform measures are connected organically and coordinately. 

——We must persist in the principle of “people-oriented”. Spare no efforts to protect the vital interests of the masses and the masses jointly share the fruits brought by the reform and development. 

——We must properly treat the stable relationship between reform and development. Unify the momentum of reform and the speed of development, so as to make sure that all reform measurements can be pushed on reposefully.

II. Key Tasks in Economic System Reform of 2008

 (I) Actively push on the strategic adjustment of state-owned economy and improve the vitality, controlling force and influence of the state-owned economy

Promote the layout of the state-owned economy and the optimization of structural adjustment. Integrate a batch of resources and assets, develop a batch of enterprises, work hard in the assets reorganization between Jiangling Motors Group and Jiang Guo Lian and accomplish the construction of production base with a production capacity of 3 hundred thousand automobiles; support such companies as Jiangling Motors Group, municipal companies with state-owned assets, municipal government holding companies, Municipal Urban Construction, Investment and Development Company, Municipal Tourism Group to attract investments, reorganize assets and implement strategic alliance with large enterprises both at home and abroad, bring in the investor from GREKA company of America to conduct shareholding reform of municipal government holding companies (Under the leadership of the Municipal State-owned Assets Supervision and Administration Commission). Transform the mode of economic development, give prominence to the main direction and implement the major project influence strategy through pushing on a batch of promising and advantaged major projects of high technological content, thus making the strategic adjustment of the state-owned economy achieve new breakthroughs (Under the leadership of the Municipal Development and Reform Commission, the Economic and Trade Commission and the Municipal State-owned Assets Supervision and Administration Commission). Move forward steadily in reorganization of the state-owned assets, perfect the reasonable floatation mechanism of the state-owned assets, guide the state-owned assets to quit from the competitive trades and to focus on infrastructural industries, pillar industries and strong enterprises. Push on the debt restructuring of the enterprises in bad conditions, work hard in creditor's rights packing and purchasing, prevent the loss of sate-owned assets and protect the legitimate interests of the staff and workers in practice (Under the leadership of the Municipal State-owned Assets Supervision and Administration Commission, the Municipal Development and Reform Commission and the Municipal Labor and Social Security Bureau).

Carry forward vigorously the diversification of the property rights of the state-owned enterprises. Accelerate the normative stockholding system reform of large and medium-sized state-owned enterprises by such means as regulation of listing, Sino-foreign joint venture, merger and acquisition, etc. Optimize and strengthen the existing listed companies, guide the enterprises to invest high quality assets in the listed companies by such means as subscription rights of share, transfer, merger, etc., and support competent listed companies to refinance by such means as secondary offering, allotment of shares, bond issuance and convertible bonds, etc. Foster a batch of key newly listed companies, actively facilitate the municipal commercial bank and other enterprises to conduct shareholding reform, strive to make them listed at home or abroad as soon as possible (Under the leadership of the Municipal Finance Office (the Enterprise Listing Office) and the Municipal Development and Reform Commission). Continue to advance the restructuring of enterprises by such means as expansion of investment, merging and reorganization, property right and asset transfer, overall acquisition, leasing management, adjudication of bankruptcy according to law, etc. and complete diversified transforms on main parts of property rights at 3-5 industrial enterprises. Actively and steadily push on the restructuring of enterprises under the leadership of such departments as the Municipal Economic and Commercial Department, the Municipal Construction Department and the Commerce and Trade Department, etc. (Under the leadership of the Municipal State-owned Assets Supervision and Administration Commission, the Economic and Trade Commission, the Municipal Construction Committee and the Municipal Committee on Commerce and Trade).

Accelerate the improvement of state-owned assets management and supervision system. Continue to explore the effective models on management and supervision of the state-owned assets, improve enterprise operation and appraisal system, conduct trail units on enterprise leader employment reform and remuneration allocation reform, accelerate the promotion of equities incentive experimental units and establish and improve the medium and long-term incentive mechanism combining incentive with restriction. Accelerate the establishment of state-owned assets operation budget system, study and issue regulatory documents on administrative measures on use and taking over of business income, etc., so as to realize the legalization, institutionalization and standardization for the supervision of the state-owned assets. Accelerate the process of sending boards of supervisors to other to different areas, perfect the system on sending of boards of supervisors and improve the modes of supervision. Establish report system for such major situations as major investment, financing or assets reorganization and establish failure accountability system for failure of decisions, major loss of assets, etc. Improve the mode of supervision on the state-owned non-productive assets, establish and amplify the supervision mechanism, improve utilization benefit of the state-owned non-productive assets (Under the leadership of the Municipal State-owned Assets Supervision and Administration Commission and the Municipal Finance Bureau). Push on the reform on integration and operation of the state-owned productive assets at the administrative institutions directly under the directly under the Municipal People’s Government (Under the leadership of the Municipal Finance Bureau). Continue to improve the system on management of state-owned property rights at the enterprises, intensify such work on property right management as transfer of property rights, management on state-owned stock ownership at listed companies, property right registration, assets evaluation, etc., regulate trading activities on state-owned property rights and collective property rights, facilitate exchange on technology property and intellectual property and promote the ordered circulation of all kinds of property rights. Under the leadership of the Municipal State-owned Assets Supervision and Administration Commission and the Municipal Development and Reform Commission)。

 (II) Deepen the Economic System Reform in Rural Area and Plan for the All-round Development of Urban and Rural Economic Society

Further deepen the comprehensive rural reform. Deepen the reform of town-level institutions, adjust the management and service functions of the town-level institutions, improve the work system of town-level institutions on their performing public service on the agriculture-countryside-farmer issues and establish high-efficiency rural grass-roots administrative system and operating mechanism. Establish steady growth mechanism on investing agriculture-countryside-farmer projects with funds from the government. Create new investment mechanisms, encourage people to explore and establish modern agricultural investment companies, intensify capital integration and support the development of competitive industries. Push on the financial management system reform at countries and towns, improve financial transfer payment system and try to explore the measures and methods for neutralizing the debts of countries and towns. Intensify and improve the policies for farmers on direct subsidy, gradually increase the types and scope of the direct subsidy (Under the leadership of the Municipal Office of Leading Group on Comprehensive Rural Reform).

Continue to improve the rural land management system. Regulate the mechanism on circulation of contractual rights of land based on the law, free will and compensation, encourage that the land be operated by major planting and breeding households, further explore the routes on “contributing rural land use rights as a part of shares” and “farmers sharing profits according to contributions”, propel intensive large-scale operation and develop modern organization. Actively develop experimental units on arbitration of disputes arising from rural land contract and improve the new mechanisms on solving disputes in relation to land contract (Under the leadership of the Agricultural Bureau). Carry out the unified standard of annual output value or the compensatory approach for composite price of land parcels in land acquisition in all directions, widen re-housing modes, improve land acquisition procedures, regulate land acquisition, explore to establish coordination and arbitration mechanism for solving disputes arising from compensation and re-housing in relation to land acquisition and the social security mechanism of the farmers whose land use rights has been taken over and steadily push on the land acquisition and expropriation system reform. Actively explore circulation mode of rural house site use rights, vitalize the stock of rural house sites, increase land service efficiency, thus pushing on the construction of new countryside (Under the leadership of the Municipal Land and Resources Bureau, the Municipal Agricultural Bureau and the Municipal Labor and Social Security Bureau).

Actively push on the rural financial reform. Continue to deepen the reform on the important fields and key links pertaining to property right system, management system and corporate governance of rural cooperative financial organizations such as credit cooperatives. Actively develop such experimental units as rural banks, finance subsidiaries and rural capital aid cooperatives, encourage competent rural cooperative credit societies to establish rural cooperative banks and rural commercial banks (Under the leadership of the Municipal Finance Office and the Municipal Rural Cooperative Credit Society). Explore methods for peasants to apply for loans at banks by mortgaging land contract rights, house site use rights, forest ownership, etc., lower loan requirements pertaining to the agriculture-countryside-farmer projects and increase the availability of credit in rural area. Start up the experimental units in relation to policy-based agricultural insurance and try to explore operational modes of the policy-based agricultural insurance (Under the leadership of the Municipal Finance Office, the Municipal Agricultural Bureau and the Rural Cooperative Credit Society).

Deepen the push on the forest ownership system reform. Establish municipal and county-level (district-level) forest ecological benefit compensation system. Accelerate the construction of forest ownership system, including assets evaluation, guarantee, collection and storage, insurance and transaction, etc. pertaining to forest resources. Accelerate the construction of the Forest Ownership Exchange Centers of Anyi County and Jinxian County, formulate and improve relevant market rules and strive to develop intermediary service organizations to facilitate the circulation of forest circulation. Protect and intensify the use of forest land resources, improve the responsibility system of management by objectives of forest land protection, implement forest land use regulation system, carry out strict forest land protection and management system and gradually form a management mechanism on forest land acquisition and occupation of “overall control, quota management, fair supply and intensive utilization”. Support to incorporate forestry joint-stock bonding companies to offer guarantees for the financing initiated by the enterprises and the forest cultivators. Start up the reform of state-owned forest farms in due time and further accelerate the progress in the reform of forest industry enterprises (Under the leadership of the Municipal Forestry Bureau, the Municipal Finance Bureau and the Municipal Labor and Social Security Bureau). 

Strive to push on other reforms pertaining to agriculture, countryside and farmers. Continue to deepen the grain distribution system reform, intensify the construction on grain market and service system and accelerate the progress on grain industrialization (Under the leadership of the Municipal Food Bureau). Deepen the reform of water works investment and financing system and improve the management system on water conservancy project construction; and accelerate the construction of agricultural water conservancy technology population system (Under the leadership of the Municipal Water Conservancy Bureau). Accelerate the reform progress on animal husbandry and veterinary management system by establish Nanchang Municipal Animal Husbandry and Veterinary Bureau, set up Nanchang Municipal Animal Health Monitoring Institution and Nanchang Municipal Animal Epidemic Disease Control and Prevention Center and establish and improve the animal husbandry and veterinary administrative law enforcement system. Intensify the construction of town-level animal epidemic disease prevention institutions and push on the reform of town-level animal husbandry and veterinary stations (Under the leadership of the Municipal Agricultural Bureau). Intensify the agricultural technology innovation system and improve the social service system on agricultural technology extension (Under the leadership of the Municipal Science and Technology Bureau and the Municipal Agricultural Bureau). Accelerate the reform progress on supply and marketing cooperative management system, integrate the assets of the supply and marketing cooperatives at all levels, develop modern circulation modes such as chain operation or logistics distribution based on the “Four Networks” (refers to such four networks as the farm and sideline products operation network, the goods for everyday consumption chain operation network, the means of production chain distribution operation network and the renewable material recycling and reusing operation network) and “Three Special Platforms” (refers to such three factors as full-time staff, professional personnel and good salary and welfare) and improve the construction of modern circulation service system of the new countryside (Under the leadership of the Supply and Marketing Cooperatives).

 (III) Intensify the construction of production factor market and improve the modern market system

Accelerate the progress on financial reform and innovation. Strive to attract domestic and foreign financial institutions to set up their branches in Nanchang, optimize social financing structure, try to develop various kinds of venture investment funds such as private placement, corporate bonds, commercial fiduciary contribution, bills, pawn, lease and venture capital investment guidance, etc. Improve organizational system of financial institutions. Accelerate the progress on the restructuring of Hongdu Rural Cooperative Credit Society and the preparation in construction of Hongdu Rural Commercial Bank, so as to support the construction of the local financial institutions. Try to set up rural banks in order to promote the financial development in rural area. Promote the resource integration at local banks, try to unify and recombine the medium and small-sized banking financial institutions and encourage social capital to participate in the union and recombination of the medium and small-sized banking financial institutions. Push on the work on experimental units for finance entering into communities and improve the construction of Honggutan Finance Street. Improve Bank-Enterprise cooperative service mechanism and encourage banks to offer more credit aid economy of growth (Under the leadership of the Municipal Finance Office).

Strive to develop capital market. Carry out the policies on supporting enterprises for their restructuring, listing and refinancing, try to promote the competent enterprises for their listing and financing and to promote the listed companies for their refinancing and work hard to support 1-2 enterprises to be listed this year. Support competent enterprises to issue bonds so as to enhance the proportion of direct financing. Guide part of corporations to invest part of their quality assets in the listed companies, so as to gradually realize that the core assets of the corporations be listed integrally. Accelerate the preparation of reserve resources for the listed companies and promote such enterprises in Jiangxi as Huangshanghuang Group, etc. to be restructured into normative joint stock limited companies (Under the leadership of the Municipal Finance Office (Enterprise Listing Office) and the Municipal Development and Reform Commission). 

Regulate and develop land market. Develop experimental units for control of constructional land area between cities and countryside and explore the control modes by taking town, even county, as the unit based on the existing mode which takes project area as the management unit (Under the leadership of the Municipal Land and Resources Bureau). Develop experimental units on land acquisition system and establish and improve the long-term mechanism for protecting the legitimate rights and interests of the landless farmers (Under the leadership of the Municipal Land and Resources Bureau and the Municipal Labor and Social Security Bureau). Continue to improve the bidding auction listing system on productive land and industrial land and improve other land supply display system on land for other purposes. Actively explore the system reform on land used for collective construction (Under the leadership of the Municipal Land and Resources Bureau and the Municipal Supervisory Bureau).

Promote the construction on the labor market of urban-rural integration. Further weaken the dividing line between agricultural household and non-agricultural household in the management, continue to develop the experimental units on the so-called “agricultural to non-agricultural” households changing for the landless farmers and for the farmers living in the villages within the city and explore the household management system which is favorable for the unified and ordered population movement between the urban area and the rural area by adopting such entry criteria as establishment of legal permanent domicile or of stable occupation (Under the leadership of the Municipal Public Security Bureau). Improve the government backing mechanism to provide living security for the unemployed people and improve the employment aid system to support all unemployed people. Accelerate the transfer and employment of rural laborers at industrial parks, realize the complete coverage of the “two contracts, three management systems and four connection mechanisms” and gradually form a long-term mechanism for protecting the legitimate rights and interests of the rural migrant workers. Intensify the construction of public employment service system and accelerate the establishment of public employment service mechanism with financial input (Under the leadership of the Municipal Personnel Bureau and the Municipal Labor and Social Security Bureau). 

Accelerate the construction of the social credit system. Formulate the unified standard of local credit information system and establish credit information exchange platform and service form. Improve credit information subsystem of major industries, establish basic united credit information database of enterprises and gradually establish and improve individual credit information database. Formulate instructions on enterprise credit management and guide enterprise to establish credit management system. Establish and improve the credibility records and improve systems on records, warning and display (Under the leadership of the Municipal Development and Reform Commission). 

 (IV) Establish and perfect mechanisms on resources conservation and environmental protection and increase the capacity on sustainable development

Perfect the energy-saving and emission-reduction mechanism. Issue lists on energy-saving technology promotion, intensify and improve major energy-saving technology promotion and application mechanism and the mechanism on backward project elimination according to time limit. Formulate and issue policies on awarding fiscal incentive payment for the institutions which have done good jobs on energy-saving and emission-reduction, perfect the preferential tax policies for facilitating the comprehensive utilization of resources and perfect the diversified investment and financing mechanisms on energy conservation and environmental protection and the fiscal incentive mechanisms which are favorable for the promotion of high-efficiency energy saving and environmental protection products. Establish and improve examination and approval system on water and soil conservation programs in construction projects, investigation system on project energy conservation evaluation and environmental impact assessment system, push on the development of circular economy experimental units such as the construction of circular economy experimental unit park at the New High-tech Zone in Nanchang and explore effective modes for development of resources conservation and circular economy (The Municipal Development and Reform Commission, the Municipal Finance Bureau, the Municipal Economic and Trade Commission, the Municipal Environmental Protection Bureau, the Municipal Water Conservancy Bureau, the National Taxation Bureau of Nanchang City and the Municipal Local Taxation Bureau). 

Perfect the resources and environment pricing mechanism. Accelerate the market-oriented price reform on resource products such as water, power, minerals, land, etc. and explore to establish price adjustment mechanism which can be facilitate the energy-saving and emission-reduction. Actively push on the water price reform, collect sewage treatment fees in an all-round way and promote the reform on the methods for treatment of household garbage and on the methods on collection of garbage treatment fee (Under the leadership of the Municipal Price Bureau). Push on the reform mineral resource fee collection and formulate the implementation methods on collection and use of resource use fee after those of provincial being issued (Under the leadership of the Municipal Price Bureau, the Municipal Land and Resources Bureau and the Municipal Finance Bureau). 

 (V) Reform and perfect the foreign-related economy management system and average up the development level of the open economy

Continue to deepen the foreign trade management system reform. Establish and improve the policies on supporting foreign trade and intensify the construction of market access ability of the export products. Promote the construction on foreign-trade service platform and establish transnational purchasing service platform (Under the leadership of the Municipal Foreign Economic and Trade Commission and the Municipal Development and Reform Commission). Establish and improve the mechanisms which can effectively tackle the trade barriers and the trade friction aboard (Under the leadership of the Municipal Foreign Economic and Trade Commission).

Perfect the systems and mechanisms on foreign investment management. Carry out the new industrial contents on foreign investment instruction of the state and conduct the preparation of contents on advantaged industries for foreign investments (Under the leadership of the Municipal Development and Reform Commission and the Municipal Foreign Economic and Trade Commission). Where the newly-increased investment of the foreign-invested enterprises which conform to the national, provincial or municipal direction of industry has been used for extension or technical reconstruction, such enterprises shall be given policy support (Under the leadership of the National Taxation Bureau of Nanchang City, the Municipal Local Taxation Bureau, the Municipal Development and Reform Commission, the Municipal Economic and Trade Commission and the Municipal Foreign Economic and Trade Commission). Where the foreign investors who have invested in our cities and need to go through change registration, such investors shall be exempted from corresponding charges; and where any foreign investors are to incorporate enterprises by contributing with Renminbi, which has been approved by the departments of examination and approval, the administration for industry and commerce shall handle the registration (Under the leadership of the Municipal Administration Bureau for Industry and Commerce, the Municipal Foreign Economic and Trade Commission and the Municipal Development and Reform Commission).

Improve the “Outward-oriented” management system. Perfect the overseas investment and cooperative operation mechanisms of the state-owned enterprises and encourage and support various powerful and credible enterprises to develop in foreign countries. Perfect the supervision and management systems on investments abroad and on contracting project and/or labor contracts, and intensify the regulation and coordination service for their development in foreign countries. According to the three-step principle of “trade comes first, setting up offices and develop processing trade”, encourage and push on competitive industries to invest and develop abroad, guide and propel powerful private enterprises to establish processing districts or construct trading networks in foreign countries. Encourage to develop professional foreign-related intermediary service agents and accelerate to foster intermediary counseling agents engaging in such business as foreign-trade legal service, accounting affairs and information consultation (Under the leadership of the Municipal Foreign Economic and Trade Commission, the Municipal Development and Reform Commission and the Municipal Medium and Small-sized Bureau). 

Deepen the tourism system reform. Further explore the tourism management system which can combine resources with market, unify protection and development and integrate the industrial management, strengthen supervision and management of tourism market and intensify the public service functions of the tourism management departments. Create new tourism regional cooperation mechanism so as to realize unrestricted travel in the city. Study and discuss the policies and measurements on supporting the development of rural tourism and issue incentive policies on the development of inbound tourism. Implement environmental impact assessment system for tourism construction projects, encourage diversified channels for investment and financing and accelerate the tourist destination construction (Under the leadership of the Municipal Tourism Bureau and the Municipal Development and Reform Commission). Accelerate the progress reorganization and restructuring at tourism enterprises, so as to realize the diversification of investment subjects and enterprise organization forms (Under the leadership of the Municipal Tourism Bureau and the Municipal State-owned Assets Supervision and Administration Commission).

 (VI) Intensify the construction of service-oriented government based on the principle of “pay attention to efficiency, promote projects and push on development”

Accelerate to transform the functions of the government. Regulate the execution of administrative rights, intensify the government’ sense of responsibility and establish and perfect administrative decision responsibility system, administrative accountability system and responsibility system for enforcement of administrative laws (Under the leadership of the General Office of the Municipal Government, the Municipal Supervisory Bureau and the Municipal Legal System Office). Continue to construct the scientific, institutional and legal government functions, institutions and establishment (Under the leadership of the Municipal Establishment Office). Strive to promote open administration, establish and perfect the administrative decision mechanism which combines the public participation and expert discussion with the government decision and improve the expert discussion system, technical consultation system and decision evaluation system on professional major decisions with high contents in technology (Under the leadership of the General Office of the Municipal Government). Conduct further reform of administrative emanation and approval system, improve the intensive “one-stop” official affairs handling and on-line examination and approval and conduct “two-concentration and three-in place” administrative examination and approval at all administrative licensing departments of the city (Under the leadership of the Municipal Administrative Service Center). Continue to conduct the separate government functions from enterprise management and the separate government functions from meetings, carry out the spirit of the Notice on Issuance of Opinions on Implementation of Accelerating the Reform and Development of the Industrial Association and Chambers of Commerce in Our City by the General Office of the Nanchang Municipal People’s Government (Hong Fu Ting Fa[2008] No. 51), so as to strengthen the functions of the industrial accusations and the social intermediary organizations (Under the leadership of the Municipal Development and Reform Commission, the Civil Affairs Bureau and the Municipal Economic and Trade Commission). Intensify the supervision and examination on the law-based administration and administrative efficiency of the functional departments of the government, so as to maintain the efficient government orders (Under the leadership of the Municipal Supervisory Bureau).

Deepen the tax and financial system reform. Improve the county-level or below fiscal system and increase the internal motivation of the development of counties and towns (Under the leadership of the Municipal Finance Bureau). Create new fiscal systems and mechanisms at all levels in matters of supporting of compulsory education, public health and social security and earnestly organize to implement 60 public fiscal policies (Under the leadership of the Municipal Finance Bureau, the Municipal Development and Reform Commission, the Municipal Education Bureau, the Municipal Health Bureau and the Municipal Labor and Social Security Bureau). Push forward in an all-round way the land parcel transfer accounting system and strengthen the supervision and management on financial cash flow balance in land transfer. Deepen the non-taxable income collection and management system reform, promote in all directions the E-management of fiscal bills and further regulate the non-taxable income management. Expand the scope of the comprehensive rural reform, carry out the policy of “counties holding towns’finances in trust” at all towns and encourage competent rural areas to develop the “towns holding villages’ finances in trust” experimental units. Continue to deepen the reform of centralized payment by the national treasury system and try to develop experimental units on official card system (Under the leadership of the Municipal Finance Bureau).  

Deepen investment and financing system reform. Discuss and formulate the specific measures on management all projects of the city, establish and perfect major investment project supervision system, investment project evaluation system, investment accountability system and social supervision mechanism. Continue to improve the approval system on projects invested by enterprises and regulate record management. According to the requirements of the state on establishment of primary function areas, discuss and formulate the industry assess systems of the each part of the function areas, establish “expanding and contracting” assess systems at the same time and perfect and be strictly with the access systems in such aspects as resource utilization efficiency, technical standard on environmental protection and energy-saving and emission-reduction. Continue to develop the “construction consignment system” experimental units and discuss and draft the management methods on construction consignment system (Under the leadership of the Development and Reform Commission). Try to explore effective methods and approaches on integration of funds and concentrating our resources to conduct construction, establish and perfect performance assessment system on the use of large sums of capital and increase the capital use efficiency in practice (Under the leadership of the Municipal Development and Reform Commission and the Municipal Finance Bureau). Encourage social and folk capital to be invested in medium and small-sized credit guarantee industries through various forms, such as purchase shares, sole proprietorship and joint stock partnership, so as to establish and expand the credit and guarantee service system of the medium and small-sized (Under the leadership of the Municipal Finance Office and the Municipal Medium and Small-sized Bureau).

 (VII) Accelerate social system reform and establish systems and mechanisms to safeguard social fairness and justice

Deepen the reform of income distribution system. Continue to promote the negotiation system for determining employee wages and the guidance wage levels for the labor market (Under the leadership of the Municipal Labor and Social Security Bureau, the Municipal State-owned Assets Supervision and Administration Commission and the Municipal Finance Bureau). Reform and improve the enterprise gross payroll planning management and the linking pay to performance system and develop experimental units on gross payroll budget system. Establish the mechanism in which the wage income of the staff and workers of an enterprise shall be increased with the growth of the economic benefits of the enterprise. Formulate methods for spreading the wage policies to the grass-roots and for the management of performance pay at public institutions. Explore the income distribution system combining the distribution according to work with the distribution according to the contribution in the form of production factors, including knowledge, skills, management, etc. (Under the leadership of the Municipal Labor and Social Security Bureau, the Municipal Finance Bureau, the Municipal Personnel Bureau and the Municipal State-owned Assets Supervision and Administration Commission). Continue to promote the civil servant salary system reform (Under the leadership of the Municipal Personnel Bureau and the Municipal Finance Bureau).

Further improve social security system. Accelerate to realize the transfer of social security from giving priority to the rural area to urban-rural balance, from giving priority to staff and workers to urban and rural residents and from single mainstay to multi-level system, so as to perfect the social security system. Bring all urban residents into urban resident medical insurance scope (Under the leadership of the Municipal Labor and Social Security Bureau, the Municipal Development and Reform Commission, the Municipal Finance Bureau, the Municipal Health Bureau and the Municipal Civil Affairs Bureau) and implement in an all-round way the new rural cooperative medical service in all counties (districts) with agricultural population (Under the leadership of the Municipal Health Bureau and the Municipal Finance Bureau). Provide complete education for pupils and students in their compulsory education stage and provide textbooks for free (Under the leadership of the Municipal Education Bureau and the Municipal Bureau of Finance). Construct the provisional poverty alleviation in urban and rural area, bring the poverty-stricken families under the poverty line which are temporarily in predicament because of emergent accidents into the scope of provisional poverty alleviation (Under the leadership of the Municipal Civil Affairs Bureau). Continue to improve the basic old-age insurance system for the urban staff and workers of enterprises and enlarge the coverage scope of the old-age insurance. Promote competent enterprises to develop supplementary pension. Establish rural old-age insurance system and actively and steadily push on the old-age insurance for the landless farmers based on the experimental units at Qingyunpu District, Qingshanhu District and Honggutan New District (Under the leadership of the Municipal Labor and Social Security Bureau and the Municipal Finance Bureau). Improve the housing security system. Set up special low-rent housing security subsidy funds and improve the security mechanisms on affordable housing and low-rent housing. Work hard on survey on the current situation of housing security in low-income families and formulate methods on qualification recognition for low-income families. Establish normative systems on land supply and rate relief and establish dynamic management mechanisms on reasonable prices for selling and renting. Develop policy-based loans and loan guarantee business for the housing security objects and perfect policy-based financial supporting policies (Under the leadership of the Municipal Civil Affairs Bureau, the Municipal Housing Bureau, the Municipal Construction Committee and the Municipal Finance Office).

Deepen the system reforms in education, science and culture, etc. Push on the reform of educational funds guarantee system in compulsory education, vocational education and higher education and establish steady growth guarantee mechanism for educational funds. Establish long-term mechanism to guarantee that the children of the migrant workers and the stay-at-home children receive the compulsory education and improve education subvention system and education assistance system (Under the leadership of the Municipal Education Bureau and the Municipal Finance Bureau). Insist in paying equal attention to encouragement, assistance and standardized administration and guide the healthy development of non-government funded education (Under the leadership of the Municipal Education Bureau). Focusing on improving scientific and technological ability for innovation, create such “three platforms” as financing guarantee, industrial development and technological innovation and establish incentive mechanism for talented people. Strengthen the construction of innovation carriers, actively start up the construction of Yaohu Lake Science & Technology Park, accelerate the construction of agricultural science and technology demonstration parks and establish and improve management system, service system and protection system for intellectual property (Under the leadership of the Municipal Science and Technology Bureau and the Municipal Development and Reform Commission). Continue to perfect the policies on assisting non-profit cultural undertakings, developing cultural industries and encouraging cultural innovation, etc. and push on the productive cultural institutions to restructure and transform into enterprises. Further to perfect the public cultural service system by taking county and city libraries and cultural centers as the leading sector, taking the town cultural stations as the key point and taking the village cultural courtyards and rural book stores as the foundation (Under the leadership of the Municipal Development and Reform Commission, the Municipal Culture Bureau and the Municipal News Publication Bureau).

Accelerate the reform of medicine and health system. Persist in the public welfare nature of the public medical health and increase government input. Improve the rural three-level medical health service network by taking county-level hospitals as the leading sector, taking the town health centers as backbones and taking the village health stations as the foundation, accomplish the basic construction for the 17 town health centers and 382 village health stations and realize 100% town health centers and 90% village health stations reach the standard in construction. Accelerate the progress of capacity construction of comprehensive hospitals, so as to ensure that all county-level comprehensive hospitals in our city will reach the constructional standard by the end of this year. Perfect the prevention and control system for major diseases and improve the capacity to respond to public health emergencies. Formulate the Instructions on Establishment of Medical Institutions of Nanchang City, issue the Implementation Program on Comprehensive Reform of the Municipal Community Health Service Operating Mechanism of Nanchang City and the supporting documents thereof and strive to realize complete coverage of the public health and basic medical service at all municipal communities (Under the leadership of the Municipal Health Bureau, the Municipal Development and Reform Commission, the Municipal Finance Bureau). All medicines shall be purchased through centralized bid inviting on line, except otherwise prescribed by the state (Under the leadership of the Municipal Health Bureau and the Municipal Supervisory Bureau).

III. Conscientiously Intensify the Leadership on Reform

All counties, districts and departments shall, based on the important historical experience summarized in the reform and opening up over the past three decades, push on all work by persisting on reform as the driving force and place reform in a more prominent position, conscientiously intensify the leadership. As to the major reforms involving a wide range of aspects, the top leader shall take the leadership personally, so as to ensure that the reforms are pushed on in the right directions. Further focus on the key points of reforms, make clear the reform tasks, carry out and improve the coordination so as to improve the work mechanism for reforms and give full play to the initiatives of all aspects in the pushing on of reforms. The leading departments shall, together with relevant departments, to formulate scientific programs and implementation steps and strengthen the reform responsibilities; relevant departments shall, taking their functions into consideration, actively assist the leading departments and work hard on the work concerned. The development and reform departments shall further intensify the overall instruction and comprehensive coordination on the formulation and organization of implementation of the reform programs, closely follow up the progress of all reforms by adopting diversified forms and effective measures, coordinate, instruct and push forward the implementation of all reform measures, discover the new conditions and problems in the reforms in time and earnestly discuss and solve such problems and put forward policy-based proposals together with relevant departments, so as to ensure that all reforms are pushed on in an orderly and steady manner.
