Implementation Opinions on the Outline of National Action Scheme of Scientific Literacy for All Chinese Citizens (2006—2010—2020)

To all the counties People’s Governments, direct affiliated institutions:

In order to implement the State Council’s “Outline of National Action Scheme of Scientific Literacy for All Chinese Citizens (2006-2010-2020)” (thereafter referred to as the “Outline of Scientific Literacy”) and “Implementation Comments on the Outline of National Action Scheme of Scientific Literacy for All Chinese Citizens (2006-2010-2020) of Jiangxi Province People’s Government”, further popularize the science and technology works, and wholly promote the construction of scientific literacy for our citizens, the implementation opinions have been formulated with the reality of Nanchang.

I. Raise the awareness, confirm the tasks and strengthen the mission and urgency senses for the “Outline of Scientific Literacy”

1. Fully understand the implementation significance of the “Outline of Scientific Literacy” in view of the implementation of the scientific outlook on development.

The improvement of the scientific literacy for the citizens is the necessary request of the well-off society building and also the basis of the innovation-oriented country construction. The “Outline of Scientific Literacy” formulated by the State Council presents the high value of the country for the civic scientific literacy. The important remarks of “Building the Human Resource Power” in the 17th NPC report of the President Hu Jintao proposed the new requirement for the civic scientific literacy construction. The human resource is a first and key source, which the economic and social development mainly depends on the citizenship of the human resource. The scientific literacy is the major part of the citizenship, whose improvement is vital to strengthen the civic capacity for obtaining and using the scientific knowledge, better the living environment and quality, realize the all-round development, enhance the self-innovation capacity, build the new-model city, achieve the coordinative and sustainable development of the economic society, and accomplish the harmonious socialist society.

Entering the new century, we have fully implemented the scientific outlook on development and achieved the stable and rapid development of the economic society. All levels of party committees and governments have further strengthened the leading and emphasis of the scientific works; the working pattern of the civic scientific literacy with the social participation has been formed; and the whole-city civic scientific literacy has been greatly improved. However, it should be clearly noted that the development of Nanchang is still elementary; the positions of the underdeveloped areas have not been fundamentally changed; and the big gap still exists between the local civic scientific literacy and the domestic developed regions. Most of the citizens have lower understanding for the basic scientific knowledge and lack the scientific spirit, thought and methods. The overall level of the civic scientific literacy is not high, especially the labor force. The urban and rural development of the civic scientific literacy is not balanced, which the rural is much lower than the urban. Some unscientific opinions and behaviors are usually prevailing in the social production and life. The scientific-popularity facilities and investment are not enough and the long-term effective operation mechanism for the scientific popularity has not been established. The contradictory between the civic scientific literacy and the sustainable development of the economic society has become increasingly prominent. We must deeply implement the scientific outlook on development and fully understand the significance and necessity of strengthening the civic scientific literacy building in view of realizing the new leap of Nanchang and constructing the well-off society. The science and technology and economic society development should be regarded as the priorities. By the science and technology education, mass media and popularity, greatly improve the whole-city civic scientific literacy as soon as possible and show the powerful support of the “human resource is the first” for the development.

2. Guidance of the “Outline of Scientific Literacy” implementation

Holding high the great banner of socialism with Chinese characteristics and guided by Deng Xiaoping Theory and “Three Represents”, deeply implement the scientific outlook on development, accord to the principle of “government promoting, public participating, improving quality and facilitating harmony” and positively push the long-term and effective growth of the science and technology education and popularity works. Carry out the scientific literacy for the focus groups to improve for all the citizens. Increase the chances and ways for the citizens to improve the scientific literacy and gradually form the long-term and effective mechanism by strengthening the infrastructure of the scientific literacy construction. Greatly strengthen the public scientific literacy construction, facilitate the overall development of the economic society and human, increase the self-innovation capacity, and place a solid human resource basis for building the well-off society and realizing the goal of “making Nanchang as the city which first stands up in the middle area”.

3. Objectives of the “Outline of Scientific Literacy” implementation

Our science and technology education, mass media and popularity would have great progress and the civic scientific literacy would obviously improve to the 1980s level of the developed countries and rank the leading position in the province until 2010; our science and technology education, mass media and popularity would have long-term development to form relatively complete organization, infrastructure, guarantee, supervision and assessment systems for the civic scientific literacy building which can achieve the 21st century level of the developed countries and become one of the leading capital cities in China until 2020.

4. Overall requirements and responsibilities division during the 11th Five-Year Plan

According to the guidance and objectives, the overall requirements of the “Outline of Scientific Literacy” implementation during the 11th Five-Year Plan are as follows:

Facilitate the establishment and implementation of the scientific outlook on development in the whole society. Pointedly publicize the concepts and knowledge of energy saving, ecologic protection, environment improvement, safe production, emergency hedge, healthy life, rational consumption, circular economy and etc.; advocate the building of the energy-saving and environment-friendly society; and form the scientific, civilized and healthy living modes and working ways.

Obviously improve the scientific literacy for the focus group. Increase the interests in science for the juveniles and innovation awareness and practical capacity; enhance the scientific literacy for the farmers and labor force and gradually narrow the scientific literacy gap between the urban and rural citizens; rank the leading position in the public for the leaders and civil service workers.

Strengthen the basis of the civic scientific literacy building and increase the chances and ways for the public to improve the scientific literacy.

Further reinforce the leadership of the all-level government for the civic scientific literacy and primarily set up the long-term and effective mechanism for the civic scientific literacy by the coordination and cooperation of all the fields.

In order to achieve the abovementioned requirements, confirm four focus-group operations, four basic projects, three guarantee conditions and supervision and assessment and other tasks based on the “Outline of Scientific Literacy”; respectively define the leading departments and responsible departments by the member units of the scientific literacy leading group and the department function divisions. The leading departments should accord to the major tasks and responsibility division of the Opinions, formulate the specific working program with the responsible departments and coordinate, guide and organize the implementation. The responsible departments should positively participate in the working program formulation, complete the implementation works with the department and system, timely communicate about the issues in the process and give the proposals and suggestions. Other relative departments beyond the member units should also positively take part in the implementation works with the respective situation.

II. Implement the scientific literacy operation for the four focus groups and bring the overall improvement for the public

5. Focus on the improvement of the innovation awareness and practical capacity and carry out the juvenile scientific literacy operation.

 (1) Complete the scientific education in the elementary stage. Aiming at the students’ characteristics in all stages, formulate the scientific literacy building implementation plans for the primary and secondary schools in the whole city; implement the tasks of the scientific literacy education; combine the juvenile scientific education with the whole schooling process; and establish and complete the scientific education assessment mechanism.

 (2) Extensively carry out the outside-class and outside-school science and technology activities and facilitate the effective connection between these activities and school science education. Organize the series of scientific popularity activities, such as “Juvenile Science and Technology Innovation Contest”, “Hand-in Hand Science and Technology Campaign” and “Juvenile Science and Technology Innovation Month”; and the promotional and educational activities of the “ecological environment protection, resource and energy saving, physical and mental health, safety hedge”. Strengthen the education of “yes to life, no to drugs” and “advocating science and civilization, against ignorance and superstition”. Through the colorful scientific popularity activities and social practice, expand the science horizon of the juvenile, cultivate the fine scientific attitude and guide the juvenile to strengthen the innovation awareness and practical capacity.

 (3) Improve the scientific education level and quality for the rural juvenile and facilitate the balance development in the urban and rural education. Push the scientific education resource building of the modern distance education for the rural primary and secondary schools, enhance the rural compulsory school conditions, expand the education resources and place the good basis for the scientific education implementation. Aiming at the irregular education for the rural out-school juvenile, emphasize the living capacity improvement and production skill instruction, develop the middle-school students training with the capacities of improving the living conditions, enhancing the living quality and self developing.

 (4) Strengthening the science instructor team building, establish and nurture a high-quality science instructor team, complete the long-term and effective mechanism for the connection between the outside-school science and technology activities and school science curriculum and increase the channels and chances for the students to participate in the out-school science and technology activities.

 (5) Value the important impact of the family education on the juvenile scientific literacy; develop the scientific education for the family member, especially for the mother, to improve the scientific literacy of the mother.

 (6) Complete the event facilities and areas. Considering the urban public utility facilities plans and construction, establish the city-level and county-level young palaces, scientific museums, juvenile science and technology activity centers, juvenile scientific popularity bases and etc.; and strengthen the scientific education functions of the above facilities and areas; and show the community education role in the juvenile out-school education.

 (7) The agencies and groups, like the news press, radio and TV, cultural units, should expand the scientific popularity intensity for the juvenile and set up a good media atmosphere for their healthy growth. The agencies and groups, like the children press, radio and TV and cultural units, are encouraged to provide the knowledge, interest and science reading and audio-visual products for the juvenile. The presses, radio stations and TV stations should have the scientific columns or subjects to strengthen the popularity intensity.

6. Emphasize the rural science sample projects and farmer capacity to get rich with science and technology; and implement the farmer scientific literacy programs.

 (1) Further implement the sample projects of making rich with scientific popularity in Jiangxi rural areas, annually create over 10 city-level sample villages and 10 villages in each county; build a set of sample bases with science and technology promotion, training and sampling; further expand the guidance and support impact on the agricultural technology associations and rural cooperative economic organizations to increase the quantity, improve the level, enlarge the cooperation and service fields and strengthen the effect; increase the working on the “scientific popularity in favor of farmer and village plan”, accord to the working ways of the science associations and finance bureaus of the state and province and draft our working programs and organize the implementation; gradually promote the building of “1 station, 1 column and 1 staff” (a rural scientific popularity station, publicity column and publicity agent) and increase the basic scientific popularity service capacity.

 (2) Build the farmer-oriented vocational education and training systems and positively nurture the new-type farmers who have educational background, master technologies and understand operation. Adopt many forms of agricultural practical technology trainings and develop the new-type farmer science and technology trainings and green certificate trainings. Take the sunlight project as the carrier to offer the transfer employment trainings for the farmers with the transfer employment awareness. Implement the agricultural science and technology demonstration projects and rural labor skill training plans. Promote the spark technology training, science and technology for enriching the famine project, rural practical talent training project, rural party leader modern distance education, practical technology and market economy knowledge plans and etc. Establish the rural correspondence colleges and radio schools, fully adopt the social education and training resources, and develop the rural scientific literacy education and scientific popularity. Annual offer more than 1 time average practical technology training for the rural labor with 1-2 practical technologies. Annually provide various systematical and improvement-model science and technology trainings fro 50 thousand farmers and 1-2 times trainings for the Party branch secretaries and directors.

 (3) Develop the science popularity activities which are frequent, social and public-oriented. Carry out the large-scale science popularity activities like the science and technology week, national science and technology day, sending science, technology and sanitary to the rural areas, four-season science popularity. Publicize the scientific outlook on development for the farmers; advocate the civilized, healthy and scientific living ways; popularize the advanced and practical technologies, the opinions and knowledge like ecological environment protection, energy saving, farming land protection, clean production, health and sanitary, social traditions transformation against ignorance and superstition to form the social trend of admiring science, pursuing knowledge, getting rich with science and technology and living with civilization.

 (4) Deepen the activities of scientific popularity in counties, towns, villages and households and establish the rural scientific popularity sample system. Promote the new rural science and technology service system building; innovate the service mechanism and mode; nurture and develop the rural new-type science and technology service organizations. Provide the information consulting and technology services in rural areas by the rural scientific popularity organization network, stations and volunteers, covering the pre-production, in-production and post-production service and the long-term effective mechanism of the scientific and technological staff.

 (5) Plan and implement the programs which advocate the graduates to go to the rural areas and support the education, agriculture, medical and alleviate poverty.

7. Emphasize the improvement of the study, creation and re-employment capacities and implement the activities of the towns and cities labor scientific literacy.

 (1) Strengthen the publicizing of the scientific outlook on development in the cities and towns and enterprises and facilitate the implementation of the outlook. Advocate the concepts and knowledge of the resource saving, environment protection, energy saving and consumption reducing, circular economy, production safety, healthy living and etc. to enhance the improvement of the cities and cities labor scientific literacy and push the transformation of the economic development mode and form the scientific, civilized and healthy living ways.

 (2) Deepen the activities of “science and technology in the community districts” to facilitate the building of the community public service system. With the consultants, scientific popularity speeches, exhibits, contests and other activities, push the building of the harmonious and civilized community district building. Create the scientific popularity sample areas, streets and districts. Meet the material, cultural and living needs of the residents; coordinate various education resources; adopt the scientific popularity activity rooms, schools and other agencies and facilities to popularize the science for the public. Further increase the support for the district public scientific popularity facilities building and improve the service functions.

 (3) Strengthen the science popularity teams and capacity building and innovate the mechanism and modes of the district scientific popularity activities. Gradually establish the organization network for the street and district basic scientific popularity; develop the volunteer team and training; guide the residents to carry out the self service; set up the service mechanism for the districts with the support of the scientific popularity experts.

 (4) Extensively develop the scientific popularity, skill trainings and study-type organizations and knowledge-type staff and other activities in the enterprises, and improve the enterprise staff scientific literacy. Aim at the advanced manufacture bases and the study, vocational skills and technology innovation capacities; nurture sufficient, qualified high-technology personals; carry our various types of contests and games to facilitate the combination of the science and technology and the economy and push the technical innovation and progress in the enterprises.

 (5) Integrate various educational training resources, realize the resource sharing, form the wide-coverage and multi-level education training network and provide more chances and ways for the public to improve the scientific literacy. Strengthen the macro management for the labor science and technology training, plan, organize and supervise, include the basic scientific literacy of the labor into the content and textbooks of all the education and vocation trainings.

 (6) Develop various working preparation system training, re-employment training, business start-up training, famer worker training and on-job training and continuing education and training for all the practitioners. Improve the vocational skill capacity and adaptation capacity in urban life of the migrant workers, the employment, business start-up and adaptation capacities of the out-job staff and the working and innovation capacities of the enterprise staff.

8. Emphasize the improvement of the scientific awareness and decision making capacity and implement the leader and service worker scientific literacy activities.

 (1) Regard the improvement of the scientific literacy as the key content of the leader and service worker education and training plans. Seriously implement the requirements of the “Education and Training of Cadres Work Regulations (Trial)”; take the scientific outlook on development, scientific spirit, attitude, methods as the main content of the leader and service worker training and include them into the study plans and training plans.

 (2) Show the requirements for the leader and service worker scientific literacy in the election and exams. Increase the test content of the natural science and social science knowledge in the service workers ‘exams and the scientific literacy content in the leaders’ election.

 (3) Establish the training system and registration system for the improvement of the leader and service worker scientific literacy and form the life-long learning mechanism. All the party schools (administration institutions), leader schools and other leader education agencies should include the improvement of the scientific literacy into the teaching program, take the strategic thinking like the scientific outlook on development, innovation-type country, as the key content of the theory study, and note the trainings on the scientific knowledge, methods, thinking and spirit for the leaders and service workers in the respective trainings.

 (4) The leaders from all levels should take part in the annual science and technology week, national scientific popularity day and other important activities. The city and counties (districts) should annually hold at least one high scientific popularity report meeting for the leaders.

III. Implement the four basic projects and increase the chances and ways for the public to improve the self scientific literacy

9. Emphasize the scientific education curriculum development and training functions and implement the scientific education and training basic projects.

 (1) Strengthen the teacher team building for the primary and secondary schools. Develop the teacher trainings for the primary and secondary schools and rural adult culture and technology schools and improve their education levels and scientific education capacity. Encourage the normal colleges and universities to set the scientific education major and train the professional scientific education teachers. Develop the juvenile science and technology tutor team and set up the scientific education and training volunteering team. Exchange the urban and rural scientific education teachers to balance the urban and rural education development.

 (2) Strengthen the education infrastructure building for the primary and secondary schools. Based on the needs of the science classes, set up the labs, libraries and complete the experiment instruments, teaching tools, audio-visual equipments, computers and other teaching equipments. During the 11th Five-Year Plan, the quantity and quality of the labs and instruments in the primary and secondary schools, especially the rural areas, should be basically meet the scientific class needs.

 (3) Strengthen the textbook and basic capacity building of the vocational education, adult education and various training in scientific education. According to the characteristics and needs of the farmers, cities and towns’ labor, leaders and service workers, draft the textbook based on the scientific outlook on development, advanced practical technologies, vocational skills, modern science and technology knowledge. Complete the software and hardware resources of the vocational education, adult education and scientific education.

 (4) Fully adopt the current social resources to develop the scientific education and training and provide basic support for the scientific education and training. Further enhance the scientific education and training functions of the administration colleges and leader institutions, colleges and universities, research institutes, vocational schools, correspondence schools, broadcast and TV schools and other agencies; encourage and support the science and technology trainings in the science and technology museums, citizen schools and other places.

10. To focus on vigorous creation on popular science and establishment of service platform for popular science resources, and implement projects of developing and sharing popular science resources

 (1) Establish a platform for sharing and exchanging resources of information on popular science. Relying on China Digital Science and Technology Museum, we are to establish a digital platform, which integrates various information on popular science from home and abroad in forms of existing books, periodicals, hanging charts, audio-visual products, educational exhibits, artistic works and pictures and volunteers, for sharing and exchanging information resources on popular science, providing resources and public services on popular science for the public and the society through the internet and continuously enlarging the scope of such information for sharing. Information on popular science is to be conveyed to the grass-root level by organizing and preparing simple but vivid materials on popular science relating to the practical requirements in production and living of the people, and in forms that are available and accessible to the public.

 (2) Establish effective long-term incentive mechanism to promote creation of original works on popular science. We guide, encourage and support development of products and information resources on popular science to stimulate vigorous creation to this aspect. We encourage creation of excellent works that are closely associated with the development of this age, adaptable to the market and popular with the public, based on popularizing implementation of scientific concept of development; increase support and award for creation of excellent original works on popular science to attract and encourage participation of all social sectors; arouse initiatives of scientists and technicians in creation on popular science and include their popular science works in examination; formulate preferential policies and relevant specifications to encourage operation and development of cultural industry relating to popular science, and to attract more social sectors to participate in development of popular science resources; and promote cooperation and exchanges to push forward effective cooperation between sectors of popular science, science and technology, education and media, so as to improve average creation on popular science in our city.

11. To focus on promoting transmission of science and technology and advancing development of popular science industry, and to implement construction projects of mass media for transmitting science and technology

 (1) Strengthen transmission of science and technology through various media. Media, such as radio, television and newspapers, are set with fixed and special programs or columns for science and technology; greatly extend the time for showing or broadcasting programs for science and technology in television stations or broadcasting stations, issues and varieties of publications on popular science and special columns and pages for science and technology in comprehensive newspapers; make websites for science and technology accessible in possible counties (districts).

 (2) Formulate preferential policies and relevant specifications to actively foster the market for popular science culture. Public enterprises and institutes, societies and associations are encouraged to participate in creation of radio and television programs, establishment of organizations and websites for transmitting popular science, and to develop and operate such products on popular science through radio, film and television programs, books, audio-visual products, and educational and game software, gradually forming a diversified pattern for cultural industry relating to popular science and advancing development of the industry. The cultural market for popular science is fostered to generate cultural industrial groups relating to popular science, and corresponding and suitable channels for issuing popular science publications are to be built.

 (3) Improve sensitivity of various media to emergencies such as public health events and serious natural disasters. In combination of big events focused by the public, the media are required to make more efforts in spread and popularization of science, guiding the public to deal with emergencies in scientific ways.

12. To focus on accelerating construction of infrastructures of popular science and perfecting the educational function of popular science, and to implement construction projects of popular science infrastructures

 (1) Encourage more social sectors to participate in construction of popular science infrastructures. Relevant preferential policies are implemented to encourage contributions and funds from social sectors to constructing public popular science infrastructures for public interests. Investments from home and abroad are attracted for construction and operation of popular science centers. Enterprises and public institutes that are capable are encouraged to build special popular science centers according to their own features. In addition, preferential taxation policies are implemented to foster the development of popular science cause and encourage social sectors to participate in construction of popular science infrastructures.

 (2) Develop popular science facilities at the grass-root level and include popular science centers and facilities in urban and rural construction planning and basic construction planning. Accelerate construction of popular science facilities of municipalities, counties (districts), sub-districts (towns and townships), and communities (villages and residents’ committees), and establishment of science and technology exhibition center system and library system. Reconstruct and build popular science galleries and activity rooms in urban communities.

 (3) Speed up construction of popular science educational bases for teenagers; implement preferential measures that aim at minors and are employed by popular science bases; encourage competent institutes, such as scientific researches, colleges and universities, societies of natural and social sciences, to open their laboratories, exhibition centers and other centers and facilities; encourage hi-tech enterprises to open their research and development centers and production workshops to the public.

 (4) Foster popular science exhibitions and markets for exhibits, and push forward socialization of design and manufacture. Formulate technical specifications and measures for recognizing qualifications of designing and preparing institutes; support excellent designing and preparing institutes to improve quality of design and manufacture that give prominence to characteristics of popular science; and actively foster tourism products of popular science.

IV. Improve security measures and facilitate smooth implementation of the Outline of Science Literacy

13. Perfect policies and regulations to provide legal guarantees for implementation of the Outline of Science Literacy

 (1) Formulate and improve the municipal polices and regulations relating to science literacy construction of citizens. Make amendment, supplement and adjustment to the existing policies and regulations according to development of the situation; and make clear the duties, rights and obligations of governments, social organizations, enterprises and individuals in science literacy construction of citizens.

 (2) Carry out investigations and researches on special topics relating to popular science cause and science literacy construction of citizens, and put forward details for full implementation of Science and Technology Popularization and Regulations of Jiangxi Province.

 (3) Formulate special honoring and incentive policies to encourage development of science and technology popularization; periodically honor organizations and individuals that have made contributions to the development of science and technology popularization.

 (4) Reinforce protection of intellectual property rights of science and technology popularization achievements; formulate policies to encourage and attract organizations and individuals from home and abroad to fund or jointly fund establishment of organizations for education, transmission and popularization of science and technology.

14. Increase investment of fund to provide capital guarantees for implementation of the Outline of Science Literacy

 (1) Further solidify financial guarantees. With continuous development of the economy and society and increase of financial revenues, governments of all levels shall gradually increase investment in popularization of science on a year-to-year basis according to the financial situations and the practical requirements in the development of science literacy construction of citizens, and include expenses for popularization of science in financial budget of the same level to ensure smooth implementation of the Outline of Science Literacy.

 (2) Allocate funds to related implementing departments and institutes. Related departments, public institutes and societies shall undertake respective tasks and make overall arrangement and implementation of all funds according to management stipulations in financial budget and applicable capital management channels.

 (3) Create more channels for investment and encourage contributions. Perform serious implementation of income tax exemption policy for contributions to popularization of science and related measures, and attract funds of organizations and individuals widely from home and abroad to support science literacy construction of citizens.

15. Optimize team construction to provide talent and intellectual guarantees for science literacy construction of citizens

 (1) Further improve grass-root associations and organizations for science. Sub-districts (towns and townships) shall establish associations and organizations for science; scientist and technician concentrated public institutes, such as colleges, institutes for scientific researches, hi-tech parks, hi-tech enterprises, private technology enterprises, foreign-funded enterprises and others, shall establish associations and organizations for science, if possible, so as to fully exert the significant social function of associations for science and technology in popularization of science and technology and science literacy construction of citizens.

 (2) Cultivate talents specialized in popularization of science. Rely on colleges and universities to cultivate various talents specialized in creation, edition, organization, planning and theory researches relating to popularization of science; carry out trainings and advanced training activities in various forms to promote overall science literacy and capability of teachers and workers engaged in popularization work of science and technology, and facilitate construction of a highly qualified team for popularization of science.

 (3) Build a sound volunteer team for popularization of science and technology. Encourage and guide people of high quality such as college students on campus, retired teachers and senior professors to join in the volunteer team for popularization of science; establish dynamic management mechanism for the volunteers, aiming at the formation of a widely distributed team with all diversified disciplines.

 (16) Establish a monitoring system to provide accordance for scientific decisions

 (1) Establish a monitoring index system for implementing the Outline of Science Literacy. Guided by the Benchmarks for Chinese Civil Science Literacy, establish monitoring index system for science literacy of citizens in our city and implementation of the Outline of Science Literacy, and include it in the social development index system of the whole city.

 (2) Establish assessing and analyzing mechanisms. Make assessment and analysis periodically on science literacy of citizens in the whole city; formulate policies and regulations regarding aspects of science and technology, education and science popularization, so as to provide scientific accordance and information support for promoting science literacy of citizens.

17. Unified arrangement and solid advancement

During “the 11th Five-year Plan”, implementation of the Outline of Science Literacy is generally divided into four stages, as follows:

 (1) Launching (from 2007 to 2008)

—— Organize implementation and establish Leading departments and working mechanisms for science literacy work;

—— Allocate tasks to clarify respective duties; Leading departments, together with Responsible departments, formulate detailed plans for implementation and initiate implementation;

—— Confirm related guarantee measures such as policies, investment and team construction;

—— Guide counties (districts) and departments in implementation;

—— Carry out motivation and publicity; and

—— Carry out researches, monitoring and assessment.

 (2) Advancing with focuses (2009):

—— Push forward major activities and basic projects;

—— Explore and research the working pattern and mechanism to strengthen construction of science literacy of citizens, and learn from the experiences, so as to put forward settling measures for weak links and prominent problems;

—— Gradually push forward the construction of systems for organization of implementation, infrastructures, condition guarantees, monitoring and assessment; and

—— Carry out mid-term assessment and organize honoring activities.

 (3) Assessing and summarizing (2010):

—— Making assessment and summarization on implementation of the Outline of Science Literacy;

—— Organizing honoring and awarding activities; and

—— Research and formulate tasks, measures and goals for this stage during “the 12th Five-year Plan”.

Leading departments: the Municipal Bureau for Science and Technology, the Municipal Association for Science, the Municipal Bureau for Finance

Responsible departments: the Organization Department of the Municipal Committee, the Publicity Department of the Municipal Committee, the Agricultural Department of the Municipal Committee, the Municipal Development and Reform Commission, the Municipal Education Department, the Municipal Personnel Bureau, the Municipal Bureau of Agriculture, the Municipal Health Bureau, the Municipal Bureau of Labor and Social Security, the Municipal Bureau of Radio, Film and Television, the Municipal Economic and Trade Commission, the Municipal Personal Affairs Office, the General Labor Union of the Municipality, the Municipal Women’s Association, the Communist League of the Municipal Committee

18. Strengthen leaderships and establish institutes

The Municipal People’s Government establishes a leading group for implementation of public science legacy work. Duties of the leading group: to provide macro-guide for implementing the Outline of Science Literacy; to research and formulate significant policies and measures for implementing the Outline of Science Literacy; to coordinate and settle serious problems in implementation; to supervise and inspect implementation work. The office of the leading group is set in the Municipal Association for Science, and the duties of the office are: to support daily work of the leading group; to give suggestions on policies and measures for implementing the Outline of Science Literacy; to urge the implementation of decisions made at meetings of the leading group; and to undertake other affairs designated by the leading group.

19. Coordinate associated moves and form unified efforts

Competent departments and institutes shall include the implementation of science literacy construction of citizens in work planning and annual planning, make systematic motivation and deployment, and make sure duties are undertaken by specified offices and persons. Senior administrative organs shall strengthen their supervision over and inspection of full implementation by the subordinate organs. Leading departments for plans of activities, basic projects and security measures, together with Responsible departments, shall firmly undertake their duties to research and formulate specific plans, strengthen coordinated cooperations, and form an integrated working mechanism with components complementary to and coordinated with each other, according to implementation plans continually promulgated by the state.

In combination of practical local situations, people’s governments of counties (districts) shall correspondingly set up leading groups for science literacy of all people, build working institutes, clarify duties, formulate plans for science literacy construction of citizens in respective areas and include the plans in general planning of local economic and social development. In addition, they shall put the Outline of Science Literacy on agendas of governments and include its implementation in performance examination, so as to advance leadership and coordination in science literacy of all people within the local administrative regions.

20. Wide motivation and participation of all people

Make full use of radio, television, newspapers and other publicizing media and employ all feasible and effective forms to publicize the great significance of widely implementing the Outline of Science Literacy; motivate all social strengths to actively participate in full implementation of the Outline of Science Literacy; reinforce the senses of urgency and responsibility of all social sectors to fully implement the Outline of Science Literacy, paving a solid foundation for promoting science literacy of the whole nation.
