(I) Study and formulate the mid- and long-term development planning and annual work plans for civil affairs; draft relevant rules and regulations and organize the implementation.
(II) Take charge of the registration management and annual inspection of social organizations established in the city; supervise and manage social organizations and their branch offices established in the province, as is entrusted by Provincial Department of Civil Affairs; investigate and deal with law-breaking activities by social organizations or unregistered illegal groups acting in the name of social organizations; give guidance to registration management of social organizations at county (city or district) level.
(III) Take charge of the registration management and annual inspection of private non-business units in the city itself; supervise and manage private non-business units entrusted by Provincial Department of Civil Affairs; investigate and deal with law-breaking activities of private non-business units and those that have not been registered; give guidance to registration management of private non-business units at county (city or district) level.
(IV) Support the military, give preferential treatment and amenities to families of army men and martyrs, and commend martyrs; give guidance to management of public institutions for special care and martyr memorial buildings; guide and coordinate the work of joint effort of the Army and the people in the city; undertake routine work of “Double-support” Leading Group Office.
(V) Take charge of the resettlement of the demobilized soldiers and retired military officers in the city; study and propose relevant policies and measures on demobilization and retirement resettlement; give guidance to cultivation, development and utilization of personnel competent for both military and civilian services; give guidance to service management of military supply station, military transfer station and military retired cadres’ rest homes; undertake routine work of Office of Demobilized Soldiers and Military Retired Cadre Resettlement Leading Group.
(VI) Organize and coordinate disaster relief in the city; inspect, count and report disaster situation; administer, distribute and supervise the use of relief materials and money; organize and guide regular social donations in the city; give guidance to disaster area reconstruction and production for self-help; take part in the establishment and development of social security system in rural grass-roots level; give guidance to the support to households enjoying guarantees in food, clothing, medical care, housing and funeral expenses in rural areas and construction and management of gerocomium; give guidance to rural and urban social relief work.
(VII) Take charge of subsistence allowance for urban citizens in the city; draft policies and measures on subsistence allowance for urban citizens and organize the implementation; give guidance to the standardization and legalization construction of subsistence allowance for urban citizens in the city; establish and perfect network of subsistence allowance for urban citizens; organize and carry out social relief related to minimum living standard security work.
(VIII) Study and propose opinions and suggestions on strengthening and improvement of political power construction at grass-roots level and construction of self-government by villagers; give guidance to construction of making government affairs public and standardization by village (town) and street; organize and guide new term election by village (resident) committee; give guidance to the implementation of villager (resident) self-government demonstration by county (city or district); guide and carry out democratic election, decision-making, management and supervision by village (resident) committee; promote democracy construction at grass-roots level.
(IX) Lead, coordinate, guide and promote the city’s community construction; study and propose development planning and work plans on the city’s community construction, draft relevant policies and measures on community construction promotion; organize and guide training of community cadres, supervise the use and management of community construction funds; give guidance to community service management; undertake routine work of Municipal Community Construction Coordination Guidance Committee Office.
(X) Take charge of registration management for marriage in the city; review and approve, inspect and supervise match-making agencies in the city; undertake registration of international marriages and marriages of Chinese with people from Hong Kong Special Administrative Region , Macao Special Administrative Region or Taiwan; publicize marriage laws; advocate marriage custom reform.
(XI) Be responsible for funeral management in the city; formulate long- and short-term objectives of the city’s funeral undertaking development; Plan the integral layout of funeral service facilities; standardize and supervise the operational and service conducts of funeral service units and individuals; carry out funeral reform; advocate civilized funeral custom.
(XII) Take charge of registration and management of child adoption in the city; give guidance to child adoption in city or county welfare homes; undertake approval of overseas adoption and registration of trans-district (city) adoption within our country.
(XIII) Take charge of the sheltering and repatriation in the city; give guidance to acceptance, management, education and repatriation of sheltered people and relief of homeless children.
(XIV) Take charge of the city’s social welfare work; guide and coordinate protection of rights for special vulnerable groups, such as lonely senior citizens and orphans, etc; draft the city’s social welfare undertaking development planning and organize their implementation; be responsible for industry management of social welfare institutions and the certified qualification affirmation of social welfare institutions; give guidance to adoption by relevant welfare institutions of “three-non persons” and abandoned babies; approve and annually inspect the qualification of social welfare enterprises; coordinate and implement social welfare enterprise policies.
(XV) Take charge of the city’s administrative divisions; study and propose the overall planning of the city’s administrative divisions; undertake verification and approval of the establishment, cancellation, adjustment, borderline change of county (city or district), village (township) and street and government relocation; organize, coordinate and guide survey and management of borderlines of administrative regions at county level; take the lead in border-dispute settlement on land or mountain forest.
(XVI) Take charge of the issuance of welfare lotteries in the city; manage, use and supervise the city’s welfare funds.
(XVII) Guide and formulate development planning and annual work plan of the city’s charity undertaking and organize the implementation; give guidance to the implementation of charity rescue in county (city or district); supervise management and use of charitable funds.
(XVIII) Study and formulate the development planning and the annual work plan for the city’s rural social endowment insurance undertaking and organize the implementation; give guidance to rural social endowment insurance work in county (city or district); supervise the rural social endowment insurance funds.
(XIX) Study and propose the development planning and relevant policies and measures on the city’s work for elderly people; guide and maintain lawful right guarantee for elderly people.
(XX) Take charge of finance and accounting and statistical work of civil affairs; supervise use and management of civil affair funds; Manage finance work of public institutions directly under the bureau.
(XXI) Undertake other duties assigned by the municipal government.
