Municipal Discipline Inspection Commission and Municipal Supervisory Bureau handle official affairs jointly with a system of “one operating mechanism with two organ names”. It undertakes two functions, which are discipline inspection by the Party and administrative supervision by the government, and reports directly to the Municipal Party Committee and the Municipal Government. Bureau of Supervision remains within the organizational structure of government and is led by the Municipal Government.
(I) Take charge of the Party’s discipline inspection work in the city, carry out the decisions of the Party Central Committee, the Provincial Party Committee and the Municipal Party Committee on strengthening the construction of Party conduct and honest government; maintain the Party’s constitution and regulations; examine the enforcement of the Party’s course, guidelines, policies and decisions.
(II) Take charge of the administrative supervision work of the city, carry out the decisions of the Party Central Committee, the State Council, the Provincial Party Committee, the Provincial Government, the Municipal Party Committee and the Municipal Government on relevant administrative supervision work; supervise and inspect the implementation by municipal government sectors and their civil servants, city-controlled county and district government and their leaders and other personnel appointed by Municipal Government of state laws and regulations, orders, decisions and plans for national economic and social development, and decisions and orders issued by provincial and municipal government, etc.
(III) Inspect and handle the violation of the Party’s constitution and regulations by municipal party committee and municipal government sectors, county and district Party organizations and leading cadres of the Party managed by municipal party committee; in line with cadre management authorization and appointment procedure, decide and cancel penalties on the above-mentioned Party members; handle accusations and impeachment by Party members; and if necessary, directly handle major or complex cases within the purview of the subordinate discipline inspection organ.
(IV) Investigate and handle the violation by municipal government sectors and their civil servants, county and district government and their leaders and other personnel appointed by municipal government of state policies, laws and regulations and government disciplines; in line with the mistake degree of the liable persons and according to cadre management authorization and appointment procedure, decide on the administrative sanctions of or under dismissal; handle appeals from supervisees against the government discipline penalties; handle accusations and impeachment by individuals or institutions to supervisees’ violation of disciplines; under the guidance of the Municipal Party Committee, the Municipal Government, Provincial Commission for Discipline Inspection and the Provincial Supervision Department, in accordance with state laws, regulations and policies, independently enforce inspection rights, investigation rights, suggestion rights and certain administrative sanction rights without any interference of other administrative organs, social groups and individuals.
(V) Decide on the maintenance of party disciplines; formulate party conduct and discipline education plans; coordinate with relevant departments to handle the Party’s discipline inspection work, policy publicity and education to Party members to observe disciplines.
(VI) Coordinate with the departments concerned to handle the publicity of guidelines, policies, laws and regulations on administrative supervision; educate state civil servants to observe disciplines and abide by laws, be pure and incorruptible, prevent corruption and improve administrative efficiency.
(VII) Investigate and study theories of the Party’s discipline inspection and administrative supervision and related issues; draft relevant local policies and regulations in line with the city’s practical situation.
(VIII) Investigate and study the implementation by municipal government sectors, county and district governments of state laws, regulations and policies; rectify decisions, measures and methods which are in violation with state laws and regulations and harmful to national interests; modify or revoke inappropriate decisions and provisions made by county and district administrative supervision organs.
(IX) Jointly together with Municipal Party Committee Organization Department and Office of Municipal Organization Commission, strengthen the unified management of discipline inspection and supervision cadres assigned directly by the city; in coordination with the city’s direct departments, county and district party committees and governments, handle the management of discipline inspection and supervision cadres; approve persons selected for the leading groups of county and district discipline inspection commission and leading cadres of bureau of supervision; organize and guide the training of the discipline inspection and supervision system cadres in the city and publicity and education of inner-party regulations to party member leading cadres at all levels.
(X) Undertake other duties authorized and assigned by the Municipal Party Committee, the Municipal Government, and Provincial Commission for Discipline Inspection and Provincial Supervision Department.
