Combine the characteristics, such as history, culture, geography and produce of Nanchang; pay attention to applying science and technology to urban construction and management; attract the strength and capitals in society to participate in the urban construction; put forth effort to build the basic element of Nanchang for residence: the developing chance, convenient traffic, beautiful lake side, fresh air, neat and safe environment, abundant cooking culture and the vision of “sleepless city” may turn the Nanchang into a dynamic and competitiveness city, which can radiate to the development of whole province; it may have an important positions in the midstream and downstream area of the Changjiang River; have a wide influence as a historic city of important function, mountains and rivers capital and modern city easy for living;

Section 1 Continuously devote to strengthen the bearing capacity of the construction of infrastructure in urban and rural areas

   Stress large input, large transition and large development; ensure the obvious promotion of the urban road and rural highway traffic capacity; realize the unblocked goal of the road of “102030”; the condition of the infrastructure exceeds standard of national urban environmental protection of the national sanitary city, national civilization city,  national garden city and national exemplary city; communal facilities ownership level per capita reaches the middle part above the average of provincial capital; residents life of urban and rural is more convenient, safer and happier; the appearance of urban and rural areas has a distinct feature of the time. Improve municipal administration, afforesting, building and designing competence; guarantee not to rebuild within rational service life.
   Water conservancy: accelerate transition of water conservancy from resisting the danger of nature to the mankind to the harmonious development of the nature; set up more perfect system of preventing flood and reducing natural disasters as the focal point in irrigation works of preventing flood with Poyang Lake district and city; improve utilization efficiency of water resources; actively promote the construction of water-saving society; strengthen the safety of population drinking water and ecological construction of water and soil conservation; gradually build up the security system of water conservancy coordinated with the economic development and natural conditions. The capacity of flood preventing in the city and drought fight capacity in countryside have a significant improvement; the main river and important Branches flow section is well controlled; The key section of Poyang Lake district, namely, the Weidi basin district may reach flood level of 22.5 meters; the Wuhe River tail channels may withstand 20-year flood. The flood prevention standard of city may withstand 200-year flood in an all-round way; The standard of drainage of stagnant water may withstand 20-year heavy rain; protect more than 3333.333 hectares of cultivated land and dykes shall meet the standard of withstanding 20-year flood; the medium and small river may withstand 10-20-year flood.    Traffic: base on open strategy, fast development of service in urban area, integration construction of urban and rural areas of service industries; accelerate setting up the national road and provincial highway as the main frame, the Beijing-Kowloon Railway, Zhejiang-Jiangxi Railway as the artery road, Ganjiang River and Poyang Lake as the central line of the main channel; take the civil aviation as large corridor of modern comprehensive transportation system. Work on Lewen, Changzhang, Changjiu and Wenhou highway loop and expressways around the Nanchang city of Jingfu, Changzhang, 105, 320, arterial system of network of highways frame of " the ring network and radical pattern " with a fairly complete structure. Cooperating with the national railway network plan, strengthen the trunk railway, infrastructure construction of the railway and regional passenger traffic pivot construction of Nanchang; build up Changjiu railway transportation and the west loop line of Nanchang; put it into operation to Putie railway; finish transformation of the railway station square of Nanchang in an all-round way in 2007; prepare to build the second terminal of Nanchang (high-speed station). Extend the Nanchang to Changbei International airport, which shall be airport for taking off and landing the largest plane at present; the airport has 3-5 international airlines and 60 domestic routes. The airport shall be medium-sized pivot with the annual passenger of over 5 million.    Water supply: due to the need of urban development, the city’s daily water supplying capacity will reach up to 1,680,000 cubic meters by 2010. The Chengbei Waterworks (the first phase is up to 100,000 cubic meters per day), Hongjiaozhou Waterworks (the first phase is up to 150,000 cubic meters per day), and Happiness Waterworks (50,000 cubic meters per day) are built up; Chengnan waterworks (the second phase is up to 50,000 cubic meters per day) is expanded. 307 kilometers of distributing pipe line is paved and Huang Xi Water Supply Pressurizing Station is built up (20,000 cubic meters per day). Enhance the water-saving awareness of the whole society, strengthen the law enforcement of water conservation work so that to increase the industrial water recycling rate up to 80% and the annual water saving amount up to 60 million cubic meters. By 2007, the city is forbidden to use groundwater, and the self-provided water plants should be shut down or transferred and substantially increase the level of water use in the areas such as urban greening.
   Drainage: According to the condition and topography of the city, construct and upgrade the sewage treatment works and sewer branch pipes step by step. By applying sewage-cutting and rain-sewage merging drainage control to old urban areas and rain-sewage split-flow control to the new areas, rain-sewage split-flow drainage system in the whole city will be gradually formed. Except for large-scale urban industrial wastewater, which should be self-cleared and discharge after reaching the standard, all the other urban industrial wastewater should be first pre-processed and then discharged to the urban sewage pipe and discharge after reaching the standard. Qingshan Lake sewage treatment plant (330 thousand tons / day in the second phase), Honggutan sewage treatment plant (20 tons / day in the first phase), Xiang Lake sewage treatment plant (200 thousand tons / day) and Baishuihu sewage treatment plant (200 thousand tons / day) are constructed, so that the urban sewage collection rate is up to 100% and centralized sewage treatment rate is over 80%. Further improve the rain drainage system to avoid stagnant water after rain or in the low-lying lots of urban roads.
   Power supply: reasonably increase the generating capacity; actively promote the construction of the Xinchang power plant and the expansion of Nanchang gas-fired power plant; further enhance the capacity of the overall capacity of the electricity supply distribution networks; increase the main performance indicators of the power supply close to the advanced level of the cities in China so as to avoid cutting power supply during the peak periods and enhance the city power grid reliability rate up to 99.99%. Cooperate to construct the 500 kV ring network in central Jiangxi Province; build up, expand and reform 480 km of the 500-kilovolt transmission line, 410 kilometers of the 220-kilovolt transmission line, 500 km of the 110 kilovolt transmission line. Short and long term speaking, develop liquefied natural gas projects in the Wangcheng groups, Wanli groups, Lehua groups, Liantang groups, Jinxian and Anyi areas and so on to expand and nurture the natural gas market. To those surrounding counties and cities with no condition for using the pipeline natural gas, liquefied natural gas reserves gasification station can be used to supply natural gas for local residents and business users and can be incorporated into the city's natural gas pipe network when the conditions are ripe.
   Public transit: Continue to optimize the public transport network in Changnan District, focusing on planning and developing the public transport network in new districts, optimize and enhance the public transport network in Central City Areas, between central city and center towns in the administrative district, as well as outside cities and towns. Open up east, south, west, north four ring bus lines in the Changbei District; establish an urban public transit network between different functional areas in Changbei District and form a more perfect one. Focus on the planning and construction of urban light rail line: the first line originates from the LT, goes through the central city, the Honggu Bridge, Fenghe Avenue, Lushan Road and arrives at Lehua airport and Changhua airport; the second line originates from Hongdu Avenue, goes along the liberation Road, Hongcheng Road, Nanchang Bridge, Changbei middle ring, Ganjiang Avenue, pass trough Ganjiang River to the ring of Hongdu Avenue, which form a rapid rail transport system in the shape of Chinese character “中”. Build up 7 multi-functional integrated car parks in Xiaolan, Private Technology Park, Changdong Industrial Zone and the Hongjiaozhou, Changbei, West Railway Station and Shengmi; reform and build up 16 First/Last stations so that the lag conditions of construction in the public transport is basically eased and the phenomenon of road occupation by bus or bus suspending are eliminated. Establish a standard, open and well-managed passenger market to achieve bus priority. Strictly control the motorcycle development in the urban areas and regulate the development of electric vehicles; increase public transport vehicles lanes; buses have the priority to access in cross roads and are allowed to transport in two-way in one-way drive aisle. Strict implement the standards that the temperature in the public places and public buildings should higher than 260C; use efficient energy-saving lighting products in public facilities, hotels and commercial buildings; strictly implement the design standard of 50%-energy-saving; carry out energy-saving demonstration of existing buildings at appropriate time. Accelerate the development of new wall materials, new wall materials in 2010 is up to 90% of the total city's new walls; cement bulk rate is up to 50% and increase the proportion of the ready-mix concrete ready-mix to 90%; and the coal slag utilization rate is over 90%. Strengthen pollution prevention and entire process control, accelerate the pace of energy saving transformation, implement mandatory phase-out system to those craft products with high consumption, heavy pollution and backward technology and promote enterprises pollutants "zero emission". Construct sewage treatment, garbage treatment facilities for the relatively capable city, county and the center of qualified town; improve the city's pollution control capacity; vigorously popularize biogas in rural areas. Integrated control requirements should be imposed in the aspects of land, resources and water resource to those industries enters the industrial park; priority is given to recycling economy. Speed up the elimination of old vehicles, vessels; speed up the treatment, minimization and resource utilization of urban garbage and filthy mud and finally, reduce the amount of final disposal of waste.
   Fourth, vigorously advocate green consumption. Encourage the use of recycled products as well as products pass the ISO14000 environmental management system certification or clean production Audit Company. Government agencies should take the lead in the implementation of green procurement and in the promotion of quota management of power, water, office supplies and fuel consumption of cars for official use.
   Strengthen environmental protection. Insist on the principles of prevention goes first and combining prevention with control, so that urban environmental quality can reach the standards for functional areas; integrated indicators of environmental protection can rank up to 3-6 in key cities across the country; maintain the overall advantages of the ecological environment of Nanchang. Strengthen the pollution source prevention and ecological protection, strictly implement the planning and environmental impact assessment and carry out industrial layout and environmental monitoring in accordance with the requirements of total amount of environment. Implement emission control, emission permitting, emission reporting and environmental impact assessment system to effectively stop the substantial increase major pollutants total discharge amount. Enhance air quality and water quality section on-line monitoring; the rate of automatic on-line monitoring of key pollution sources is up to 100%. Strengthen environmental comprehensive treatment and effectively solve the problems affecting the economic and social development, especially to those environmental issues play harmful role to people’s health. Implement pollutant emission compliance deadline and accountability system for illegal sewage corporate; annually publicize the list of enterprises that with backward technology, destroy resources, pollute the environment and are not equipped with safe production conditions which should be closed down according to law. Focus on the safety of drinking water and "eight lakes, two river" water remediation, increase water pollution control and effectively protect water resources, so that the centralized underground source of drinking water compliance rate is up to 96%. State-controlled water bodies and provincial water quality control sections should meet functional requirements, no river pollution should be added in Nanchang Jiangxi section and improve the quality of rivers, lakes and water. Strengthen the solid waste pollution control and improve the innoxious level, so that the comprehensive utilization of industrial solid waste can reach up to 80%; the disposal rate of hazardous waste and medical waste can reach up to 100%; the urban household garbage innoxious disposal rate can reach up to 100%; the rate of excrement comprehensive utilization in the large-scale and centralized breeding farms can reach up to 80%. Widely apply pollution-free cultivation techniques to rural areas; vigorously promote the use of pesticides with high efficiency, low toxicity and safety to prevent the chemical and soil pollution. Increase the control intensity of atmospheric pollutants, strictly control new pollution, consolidate and expand dust-controlled areas, adjust the high-pollution fuels restricted areas; strengthen the monitoring of vehicle exhaust pollutants and the dust control in urban construction to ensure that the amount of urban air quality reaching up to the air quality standards is more than 330 days and the intensity and frequency of acid rain decrease. Further strengthen the noise control and management in industrial production, construction, traffic noise and social life noise, focusing on the construction noise compliance areas. Guide the environmental industry to rapid development by adopting environmental standards, technical policies, demonstration projects and key practical techniques; further optimize the industrial structure of environmental protection, regulate market for environmental products, enhance the research and development of environmental protection equipment and key technology and process, vigorously strengthen environmental protection intermediary, environmental protection technology and engineering services.
   Effectively enhance the ecological environmental quality. According to the principles of combining protection, restoration, construction and governance and in accordance with national eco-city construction standards, focus more on transforming from post-governance to advance-protection, from the artificial-construction-oriented to natural recovery and further improve the ecological environment. Formulate and enforce the dividing of ecological function zones, clarify the protect targets of each functional area. Protect natural landscapes and historical relics with more effectiveness. Enhance the restoration and maintenance of the wetland; protect the biological diversity; build up large-scale public green space; implement the eco-tourism demonstration projects. Enhance the protection of scenic areas and important ecological function areas; develop the protection-oriented Meiling National Forest Park, Xiangshan Mountain, Mengshan Mountain, Shenshuitang provincial level forest parks, scenic Xishan Mountain, Nanfan Mountain and Qinglan Lake Nature Reserve; build up Xishan Mountain, Qiaoling, Xiangshan Mountain key ecological forest and the sand-fixing forest ecological protection areas in the downstream of the Ganjiang River;  promote the nature reserves at all levels to standardize up to the building requirements; take active efforts to create green schools and green communities. Strengthen ecological agriculture, start off environmental protection action plan in rural areas and strictly control the soil and water pollution in main food production and basket base. Adhere to the principles of ecological optimization, landscape optimization and industry optimization to achieve the comprehensive development of forestry and strive to build a relatively complete forestry ecological system and a relatively developed forestry industrial system, as well as forest resources security system with more capability so as to meet the needs of ecological construction and the sustainable development of economy and society as much as possible; initially built up mountains, plains, and urban greening quarantine zone; form a green system with the binding of high, medium and low and three levels of inner, middle and outer. In the areas such as the Poyang Lake and surroundings, both sides of main rivers (e.g. Ganjiang River, Fu River, Liao River and Jinjiang River), important wetlands, reservoirs, sand-based soil, erosion-hit areas, the top ridge of major mountains (e.g. Xishan Mountain, Qiaoling), areas rich in bio-diversity, nature reserves, habitats of rare animals, memorial monuments and national revolutionary places and other key ecological forest management areas, the key ecological protected areas are designated, forest logging ban and strict management and protection are carried out; all the barren hills and wasteland in such regions should be fully recovered by the measures of sealing and restoration. The ecological status of Xishan Mountain Tai Ling and medicine lake area and so on are relatively high; while the ecological status of low hilly land, farmland, villages, roads, factories, mines and others are relatively general. The areas with greater ability to restore should be designed as the general ecological protection areas, which should be processed by the measures of sealing, reforming, filling and restoration to improve the forest quality and efficiency. Vigorously carry out afforestation; construct the ecological protection forest system in the Nanchang section along the Poyang Lake. Give full play to the landforms and water resources of Nanchang, relying on scientific and technological strength, improve the city's greening, landscaping and cleaning work. Plant more trees, more flowers and trees. Focus on the three-dimensional greening of the housing, overpasses and other constructions to forming the urban greening characteristics of Nanchang. Focus on the construction of 50-100 m green landscape belt along the Ganjiang banks; speed up the green landscape belt construction in Meiling Scenic Area and northern Ganjiang branch green; build up a link between the ecological forest belt along the city’s outside ring and the central place of northern and southern cities.    First, set the goal of building up a civilized city; according to the principles of "construction management synchronization, equal emphasis on construction and management, law-base city management and scientific management", continue to improve the urban management system of "two-level government, three-level management and four-level network"; innovate the urban management mechanism; integrate the departments and regions at different levels and regard the region as the main focus; lower the focus structure; unify the responsibility, power and interest as well as managing power and financial power.
   Second, strengthen urban management legislation, establish and improve the responsibility system for urban management. In the respects of urban planning, landscaping, city management and traffic management and so on, set up a city standardization system in line with the development situation of the urban, gradually refine urban management, and build a long-term mechanism for urban management.
   Third, strict implement urban planning and attract private capital and external capital to participate in urban construction; make an inventory of the existing stock of urban infrastructure assets; actively explore the market-oriented operation mechanism in the aspects of municipal administration, afforestation, sanitation and so on. Pay more attention to the already built water supply, sewage treatment, garbage disposal and other operational facilities and carry out the industrial operation; gradually expand the scope of compensated use of municipal facilities to fully enhance the utilization level of resource in the urban areas. Gradually establish the index system of urban management to form a virtuous cycle of protection mechanism for reserve, construction, operation and compensate of the city construction projects.
   Fourth, gradually establish and improve the automated monitoring system of urban water supply, urban drainage, urban roads, road lighting, city gas, public transport and other municipal and public facilities to ensure the normal operation of municipal facilities and the secure supply of public products. Establish sound public transport order systems, management and command systems, Intelligent Information systems and transport safety systems and build up a comprehensive urban road network and intelligent road transport system.
   Fifth, continue to improve the city's comprehensive law enforcement management system, carry out the comprehensive improvement of urban environment legally in the respects of unauthorized construction, traffic order, city look and feel, the market order, security and production and so on to ensure the normal operation of urban public facilities and urban public order, as well as keeping the appearance of the city in good condition. Urban lighting rate is up to 97% , road mounted lights to 100% ,of the, the rate of lights installed in public areas to 95%, garbage removal rate to 100%, garbage harmless treatment rate to 100%, municipal solid waste classification rate to 50%. Speed up the construction of urban public toilets and transit stations, build up 500 public toilets. Effectively carry out the saving and management work of vagrants and beggars in urban areas; a number of "no begging" regions are set up. Proposed restaurants, dance halls, bars, cafes, etc. that may affect the life of the masses should be built up in the residential areas and confirmation hearings should be carried out. Strengthen the social supervision of the urban management; regularly accept the public's assessment through talkfest, Symposium hearings and other forms.
   Sixth, vigorously integrate and use the community resources and promote harmonious community building. Construct a fairly complete community service facilities network; speed up community information construction of 5-level networking and information sharing; promote social worker regulation, foster community civil society organizations and intermediary service organizations; strengthen the building of community volunteers association. In accordance with the principles of interaction between rural and urban communities, by 2010, five districts and four counties should reach the standard of provincial-level model zones. Build up 4 national model cities (district), 80% of the urban communities and 50% of rural villages communities should be built up as model communities.
   Seventh, scientifically establish and strictly implement the land use planning; strengthen the government regulation of the land market; regulate the land asset management; ensure the overall dynamic balance of cultivated land and agricultural land in the city; actively promote the land consolidation of the villages and along the traffic lines; rationally tap the potential of various types of construction lands; develop and use the land reserve in a good way; constantly improve land using efficiency; strengthen management of land resources; learn the intensive and efficient usage of land resources; reform land requisition system; increase the land law enforcement. In 2010, mortality rate in billion GDP is no higher than 0.65, mortality rate in 100 thousand enterprises workers is no higher than 10.5, road traffic mortality rate in 10 thousand vehicles is no higher than 9. The city's production safety situation is clearly improved. Strengthen fire supervision, promote fire systems socialization, improve the fire hazards finding and reporting, supervising and rectification responsibility system, prevent and reduce serious fire incidents. Eliminate the blank spots of fire-fighting facilities layout in the urban area. Fully implement food and drug quality safety market access system and set up food safety credit system.    Fourth, innovate planning implementation mechanism. Planning requirements belong to the government’s responsibility should be regarded as the government's public commitment to the community; they must be implemented by all localities and departments; make sure to complete them through strengthening the assessment. To strengthen the coordination between policy and planning, so the policies and measures established by the government can be consistent with the planning requirements. Through investment or support on public projects and through the implementation of special finance, public goods should be effectively formed to expand the beneficiary groups as much as possible and to improve the coverage of public finance.
   Sixth, form a unified planning management system. Establish and improve the planning system, strengthen the planning permission management. County areas (development zones) and departments should embody the requirements of the planning framework at their development planning. If the lower-level planning, department planning and special planning are not linked and without a link suggestion from municipal development and reform departments, they will not be approved by the municipal government or the departments concerned without exception. The approved planning is brought into the city's medium-term and long-term development planning management system. For the project whose main body is enterprises, focus on resolving the practical difficulties and problems in construction through project scheduling, so as to promote the beginning, construction and production of the project as soon as possible. The project number should be ascertained, project quality should be improved, and project effectiveness management should be enhanced.
