Application Procedure and Organizer for Scholarship and Stipend

   (I) Application Procedure for National Stipend in Secondary Vocational School
   1. The Provincial Department of Finance and Provincial Department of Education submit the budget application of national stipend to Ministry of Finance and Ministry of Education in accordance with the student number and source condition of secondary vocational schools in the previous year;
   2. Ministry of Finance and Ministry of Education assign the quota and budget of national stipend for the current year to the Provincial Department of Finance;
   3. The Provincial Student Financial Assistance Management Center puts forward distribution plans of the national stipend quota and budget for the current year for places and schools according to the student number in each place and school,  and then submit the plans to the Provincial Department of Finance and Provincial Department of Education for approval;
   4. The Provincial Department of Finance and Provincial Department of Education approve and assign the quota and budget of national stipend for the current year;
   5. Municipal and County (District) Education Bureau and Finance Bureau distribute the quota and budget of national stipend level by level;
   6. Schools organize needy students to fill in “Application Form for National Stipend in Secondary Vocational School";
   7. Schools establish identification and appraisal groups based on grades or majors to confirm the qualification of students who have filled in “Application Form for National Stipend in Secondary Vocational School";
   8. The School Financial Assistance Management Center reviews and collects the list of qualified needy students;
   9. The School Financial Assistance Management Center submits the reviewed list of needy students to the School Student Financial Assistance Leading Group for their first review and then make public notice on the list in the school;
   10. After the public notice turns out to be correct, schools should submit it for approval and then release the stipend:(1) for provincial secondary vocational schools, schools directly release the stipend according to the correct list after public notice;(2)for secondary vocational schools of prefecture-level cities, schools release the stipend after submission of the list to the City Financial Assistance Management Center for review and collection and then approval by the City Education Department and Finance Department;(3)for county (municipal, district)secondary vocational schools, schools release the stipend after submission of the list to the County (Municipal, District) Financial Assistance Management Center for review and collection and then approval by the County (Municipal, District) Education Department and Finance Department;
   11. Student Financial Assistance Management Centers in all schools and at all levels collect and report level by level the actual release information of national stipend and carry out final settlement of the national stipend according to the actual release situation and report level by level.
   (II) Application Procedure for National Stipend in Institutions of Higher Education
   1. The Provincial Department of Finance and Provincial Department of Education submit the budget application of national stipend to Ministry of Finance and Ministry of Education in accordance with the student number and source condition of institutions of higher education in the previous year;
   2. Ministry of Finance and Ministry of Education assign the quota and budget of scholarship and stipend for the current year;
   3. The Provincial Student Financial Assistance Management Center puts forward distribution plans of the national stipend quota and budget for the current year for institutions of higher education according to the student number in each institution,  and then submit the plans to the Provincial Department of Finance and Provincial Department of Education for approval;
   4. The Provincial Department of Education and Provincial Department of Finance approve and assign the quota and budget of scholarship and stipend for the current year for institutions of higher education;
   5. Institutions of higher education organize students to fill in relevant application forms for scholarship and stipend;
   6. Institutions establish identification and appraisal groups based on grades or majors to confirm the qualification of students who have applied for scholarship or stipend;
   7. Schools (Departments) of every institution establish confirmation working groups to confirm the review results by identification and appraisal groups of every grade or major;
   8. The Institution Financial Assistance Management Center reviews and collects the list of qualified needy students;
   9. The Institution Financial Assistance Management Center submits the reviewed list of needy students to the Institution Student Financial Assistance Leading Group for their first review, after which public notice on the list shall be made according to the provisions. After the public notice turns out to be correct, institutions release the stipend;
   10. Institutions of higher education make timely report of the release information of scholarship and stipend to the Provincial Student Financial Assistance Management Center for filing.
