Coordinating Meeting System of Key and Special Projects of Nanchang City
    I. Working Goal
    The regular tracking, coordinating, dispatching and reporting system is to boost the investment-attracting, contract-signing, opening and production of key projects, study to strive for national and provincial policy supports, solve the key problems of key projects and then supply full services of settlement, production and development.
    II County and District-level Responsibility
    The coordinating dispatch of key projects should be implemented by special-duty leaders. The responsible department of the project-attracting dispatch is Municipal Commission of Foreign Trade and Economy, the responsible department of “3010” Project dispatch is Municipal  Commission of Foreign Trade and Economy, the responsible department of Taiwanese-funded project dispatch is Municipal Taiwan Affairs Office and the responsible department of provincial key project dispatch which needs scheduling meeting and land-negotiating meeting is Development and Reform Commission of Nanchang City. Municipal State Land Bureau, Municipal Science and Technology Bureau, Customs, Commodity Inspection Department, Electric Power Department, Water Supply Department, Fuel Department, Traffic Department, and others are permannent responsibility departments. 
    III. Dispatching Responsibility
    1. Confirming and ordering the provincial key projects needing scheduling meeting and land-negotiating meeting;
    2. Dispatching and coordinating the work of related departments and transact early procedures of key projects and solve key problems in the implementing process; and
    3. Others handed over by municipal leaders.
    IV. Project Standard
    The key projects listed in dispatching meeting of Nanchang City must conform to Chinese laws and regulations, industry, land and environmental protection policies and also to related provisions and requirements such as huge economic efficiency, strong marketing effect, large investment scope and marvelous marketing prospect. The project scope includes:
    1. National and provincial-level key projects settled in Nanchang City;
    2. Key projects needing to report to provincial key project scheduling meeting and land-negotiating meeting;
    3. Key projects needing to declare municipal construction land;
    4. Industrial “3010” Project;
    5. Key projects belongs to global top 500 enterprises and domestic top 200 enterprises and has a total investment of RMB 0.2 million yuan by domestic enterprise and USD 30 million by foreign enterprise;and
    6. Key dispatching projects by Municipal CPC Committee and Municipal Government
    V. Declaring Documentation and Procedures
    1. The following material of the project which needs to be listed into dispatching meeting should be prepared and timely send to related responsible department:
    (1) Auditing document (including project-endorsing document of Development and Reform Commission, land preparatory examination opinion of State Land Commission, planning requirements of Planning Department and environmental protection advice of Environmental Protect Department);
    (2) Name, legal person, contactor and phone number of project unit;
    (3) Project details (including organ profile of legal person, project content, technology level, investment scale and total investment);
    (4) Project progressing situation (including finished preparation and construction situation);
    (5) Next progressing arrangement and its goal;
    (6) Problems needing to be solved; and
    (7) Land-using planning and layout statement should be prepared if the project needs to declare provincial and municipal-level land.
    2. County, district (development zone) and related departments under municipal government and project owner must be responsible for the truth of the declaring documentation and also strictly control the key declared projects. The project can be declared if the early procedures are not insufficient.
    (1) The project profile and application should be checked and verified by its county and district-level (development zone) departments and then hand over all necessary documentation to dispatching responsible department;
    (2) The project profile and application should be checked and verified by its related departments under municipal government and then hand over all necessary documentation to dispatching responsible department; and
    (3) The project profile and application can be handed over by project owner to dispatching responsible department if the project belongs to national or provincial-level scale.
    VI. Operation Method
    The dispatching meeting will operate based on collating per ten days, dispatching per month, joint-hearing per two months, inspecting per season and controlling and implementing at each step.
    Collating per ten days: The project material should be firstly checked and verified by its county and district-level (development zone) departments, department under municipal government and project owner and then handed over to dispatching responsible department at 2, 12 or 22 per month. The dispatching responsible department will collate the project in three working days, do an inner dispatching and then verify the project truth. The problems which need to be solved by Municipal Government should firstly consult related departments and then report to special-duty leaders to inspect after problem-gathering for deciding main subject.
    Dispatching per month: The dispatching meeting should be held at end of each month, but, the meeting can be held for emergent problems. The meeting summary of each dispatching meeting should be issued, the county and district-level (development zone) departments and department under municipal government and project owner must strictly implement according to the meeting requirements. The specific matters in the meeting summary should be strictly controlled and supervised by the dispatching responsible department and supervision office.
    Joint-hearing per two months: The dispatching responsible department should classify, gather and jointly inspect the similar problems in the progressing process of key projects per two months and the major problems must be reported to Municipal Government for further coordination and decision.
    Inspecting per season: The dispatching responsible department and supervision office of Municipal Government will trace and supervise the dispatching meeting and the implementation of its decisions and also announce related situations with the name of General Affairs of Municipal Government. The county and district-level (development zone) departments and department under municipal government must strictly implement and trace the progressing process of key projects.
    Controlling and implementing at each step: The county and district-level (development zone) departments and department under municipal government must strictly trace the process of key projects with high requirements, close coordination and cooperation. For confirming the project with enough land to be timely signed, settled and invested and also to be started, constructed and put into production, related departments must fix schedule, goal, responsible and measures. The progressing system should be set up, the county and district-level (development zone) departments, department under municipal government and project owner must report progressing situation to dispatching responsible department at 30 per month and the dispatching department publishes brief report at 5 of next month. The dispatching department makes a year-end check and summary about the implementation of the decided matters of the dispatching meeting at the end of year and also reports the results to Municipal CPC Committee and Municipal Government and then summarizes the success and failure for boosting deep development of the key projects.
