Tracing and Progressing System of Key Projects of Nanchang City
    I. Responsible Organ
    Office of the Leading Group of Open Economy of Nanchang City (hereinafter called as the“Office”)is responsible for the daily operation of key projects tracing and progressing, which is under Foreign Trade and Economic Commission of Nanchang City.
    II. Progressing Scope
    The Office will guide and progress the domestic projects with an investment capital of above RMB 0.1 billion yuan and the foreign projects with an investment capital of above USD 10 million.
    III. Main Content
    (I) Month report to set up a reporting system of working situation per month
    1. Each affiliated department reports its basic situation with a statement form about its new signed, registered, started and operated projects before 28 per month, and the projects belonging to “3010” Project must be reported to Foreign Trade and Economic Commission of Nanchang City;
    2. The Office makes a collation, check, confirm and collection to the reported situation from its affiliated departments, sequencing of single item of the progressing situations of reported projects per month shall be reported internally and then reported to key leaders of Foreign Trade and Economic Commission of Nanchang City and Municipal Government and related leaders of four key leading groups,and
    3. The key leaders of departments ranking behind for three consecutive months must personally report its working situation to the key leaders of Foreign Trade and Economic Commission of Nanchang City and Municipal Government.
    (II) Month appraisal to set up a public appraisal system
    1. The Office should go to the sites of started and operated projects of its affiliated departments per quarter to shoot for viewdata;
    2. The Office accumulatively orders the key projects of its affiliated departments per each season and respectively orders the quantity of “3010” Project, taxation, main business incomes of each industrial zone, industrial taxation and main business incomes;
    3. The Office should release related situation on TV,newspaper and other mediums per season since the second season of each year;and
    4. The Office should hold an analyzing meeting for the key projects per season and realize a comprehensive dispatch via multimedia. Key leaders and special-duty leaders of each county (district) and development zone (new zone) and key leaders of related departments under municipal government praise the departments with good performance and make their stands to the departments with bad performance, and then key municipal leaders give related comments.
    (III) Annual inspection to set up an annual on-the-spot inspecting system
    1. The Office should have an on-the-spot inspection to new-started projects per year, touch the atmosphere of project construction, know its progressing situation and evaluate its potential development;
    2. The related leaders of key four leading groups (Municipal CPC Committee, Municipal People's Congress, Municipal Government and Municipal CPPCC), key leaders and special-duty leaders of each county (district) and development zone (new zone) and key leaders of related departments under municipal government analyze and appraise to the comprehensive situation, market trend and development stamina; and
    3. The result should be brought into annual comprehensive evaluation of each affiliated departments and also a key base to appraise related leading performance.
    (IV) Timely boosting projects to set up a dispatching meeting system
    1. Each affiliated department reports its basic situation with a statement form about its key, negotiated and started projects before 28 per month to the Office. If the Office find that a project is competed by some departments, the principle of “First-negotiating Responsibility System” should be implemented to dispatch or decide which department to be the sole one to follow according to actual requirements of the project;
    2. Each department should timely solve the problems and difficulties faced in the process of the project and actively enforce the coordination with related departments, and in case of needing the municipal supports, report to the Office before 28 each month. If it is the emergent matter, please report any time;and
    3.The Office will firstly coordinate with related departments about the reported problems.The problems can be reported to Nanchang Municipal Government while the coordination failed, and then the Government will solve them via on-the-spot work, special study, joint meeting and other methods.
    (V) Others
    1. The Office will make a comprehensive analyzing order of the projects according to the total investment, technology level, investment scope, economic efficiency and ecological effect and then decide related priority on land supply and government policies;
    2. The Municipal Office for Promoting Socio-economic Development will organize an investigation on the satisfactory degree of administrative services and invite the domestic and foreign enterprises to join and then release the result on TV, newspaper and other mediums; and
    3. Municipal leaders will principally attend opening and production ceremony of key projects and the signing ceremony of special projects.
